CITY OF LA GRANDE, OREGON
PUBLIC NOTICE –
Proposal for establishing a temporary moratorium on
Bed and Breakfast Inns
Summary: The City of La Grande is proposing to establish a tem-
porary moratorium on bed and breakfast inns limited to “only the
conversions of entire dwelling units from full-time single-family
dwellings to vacation rentals.”.
In 2019, The City of La Grande Completed a Housing Needs Analysis
(HNA), which found that La Grande has a shortage of needed housing,
with a predicted need for 795 new dwelling units over the next 20 years.
This includes a need for 336 single family dwelling units, 115 duplex
units, 200 multi family dwelling units and 144 other group housing
dwelling units. Since early 2020, The Planning Commission has con-
sidered 28 bed and breakfast inn applications, which has resulted in
the conversion and removal/loss of 20 full time dwellings from the City’s
housing inventory.
PUBLIC HEARINGS: The La Grande City Council will hold a Public
Hearing on September 7, 2022, at 6:00 p.m. in the City Hall Council
Chambers at 1000 Adams Avenue, La Grande, Oregon. The City
Council will be considering the proposed temporary moratorium on Bed
& Breakfast Inn and First Reading of the Ordinance. A Staff Report
for this meeting will be made available for review, not less than seven
(7) days before the meeting and can be downloaded and viewed, in
Adobe pdf format, from the City of La Grande – City Council page at
https://www.cityoflagrande.org/city-council-mayor.
A second Public Hearing will be held by the La Grande City Coun-
cil on October 5, 2022, at 6:00 p.m. in the City Hall Council Chambers
at 1000 Adams Avenue, La Grande, Oregon, at which time the Ordi-
nance will be read for the second time and considered for adoption.
The meeting will be available for viewing on Facebook live at
https://www.facebook.com/LaGrandeCityManager. Any person may
attend the meeting and provide public comments, or submit written
comments or questions in advance of the meeting. Written comments
need to be received by 5:00 p.m. on date of the scheduled meeting,
which will be read during the public comment section of the Public
Hearing. Persons interested in providing virtual public comments need
to contact City Staff not later than 5:00 pm the day prior to meeting to
make arrangements to participate in the meeting virtually. Public Com-
ments, whether in person, written or virtual shall be limited to three
minutes
All meetings of the La Grande City Council are accessible to per-
sons with disabilities. A request for accommodations for persons
with disabilities should be made at least five (5) days prior to the
Public Hearing by calling (541) 962-1307.
Printed copies of the proposed ordinance are available for review at
the City of La Grande Planning Division located at 1000 Adams Av-
enue, La Grande, Oregon (please call ahead for an appointment).
Printed copies of all information can be purchase at a cost of $0.25 per
