The council will not take public comments, but the public can view the work ses- sion on the city’s Facebook page, www.facebook.com/ CityofLaGrande. • COVE — The Cove City Council will hold a regular meeting and public hearings Tuesday, Feb. 2, at 7 p.m. at Cove City Hall, 504 Alder St. The public can connect to the meeting virtually. (Franklin) Trott er 1938-2021 • Island City Jeanine Marie Trotter, 82, of Island City, died Jan. 18 at a care facility in Walla Walla, Washington. Due to COVID-19, a pri- vate service will be held. Jeanine was born Dec. 25, 1938, in Green River, Wyoming, to Eugene and Edna Mae Franklin. She joined older brother Jim. Jeanine’s family moved to Oregon in 1941. During her sophomore year at La Grande High School, Jeanine spotted classmate Thomas Trotter for the ﬁ rst time and she told her friend she would marry him one day. She was right. The pair mar- ried the summer following their 1957 graduation and they celebrated their 63rd wedding anniversary on Aug. 17, 2020. Tom and Jeanine welcomed their ﬁ rst son, Jeffrey, in 1959, and in 1961 they wel- comed their second son, David. In 1982 David was killed in a car accident in Colorado. Jeanine loved spending time outdoors, mainly hunting, ﬁ shing, snow- mobiling, skiing and camping. Tom and Jeanine enjoyed traveling, espe- cially to Alaska, Arizona and Nevada. Jeanine’s hobbies later included golﬁ ng, playing cards, gar- dening and going to every garage sale available to her. Anyone who knew Jeanine knew of her love for Fenton glassware and how she cherished each piece in her extensive col- lection. She also loved to cheer on the local high school sports teams, and she and Tom rarely missed a game. Tom and Jeanine were blessed with three grand- daughters. Since Jeanine had sons, life with little girls was new to her. She loved to buy the girls Bar- bies, porcelain dolls and outﬁ ts for every occasion. She even asked the girls’ mom to teach her how to ﬁ x their hair. Jeanine taught her granddaughters to love Pepsi with choc- olate syrup, golf course popcorn and butterscotch pudding cups. She tickled their backs, taught them how to play cards and let them drive the golf cart. Tom and Jeanine spoiled their grandchil- dren with trips to the Oregon Coast, Silver- wood Theme Park, Wal- lowa Lake and Yellow- stone. They never missed a game, concert, birthday or holiday. Jeanine was there for every event, no matter how small, in her grand- daughters’ lives. She was the deﬁ nition of a dedi- cated grandmother and she is already so missed by her girls. Jeanine was an active member of the Church of Jesus Christ of Latter-day Saints. She also valued the community she found at the La Grande Country Club. She was quite social and she cared very deeply for her friends. She will be missed by her beloved Yorkie, Itsy. Surviving relatives include her husband, Tom; son and daughter-in-law, Jeff and Joelle; three granddaughters; and two great-grandchildren. She was preceded in death by her parents and her son, David. Arrangements are by Loveland Funeral Chapel & Crematory, La Grande. Velda (Carbine) Klein 1924-2021 • La Grande Velda Klein, 96, of La Grande, died Jan. 25 at her residence. A funeral service will be livestreamed Feb. 5 beginning at 10 a.m. To view the ser- vice, go to www.love- landfuneral- chapel.com and click on the “Funeral Videos” button near the bottom of the home page just before 10 a.m. Velda was born July 12, 1924, in a farmhouse in Fruitdale to Francis and Zepha Carbine and lived her entire life in the Grande Ronde Valley. In 1942, she graduated from La Grande High School, where she was a member of the choir and orchestra. She attended what is now Eastern Oregon University to study accounting. Velda’s love of singing resulted in her performing at many weddings and other events in the valley until she damaged her voice by performing with a cold. Prior to get- ting married, she worked for the Eastern Oregon Review, Paciﬁ c Produce, Falk’s Department Store, Union County Sheriff’s Ofﬁ ce and Union County tax ofﬁ ce. Velda married James “Jim” Edward Klein on New Year’s Day 1945, and they moved to Fruitdale to become farmers. After being a farmer’s wife and corralling two kids, pigs, chickens, horses, cows and a garden, she helped her husband convert the wheat ﬁ eld into the Flying K Trailer Ranch and became bookkeeper for the business. Velda was able to semi-retire and became a snowbird traveling all over the Southwest. Exposure to Native American jew- elry and ﬂ ea markets/auc- tions began a second busi- ness: Jada ‘tiques. When her husband died in the early 1990s, she returned to the Grande Ronde Valley to watch her grandchildren, great-grandchildren and great-great-grandchildren grow up. As a young mother, Velda was active in 4-H, Cub Scouts and PTA. She joined the Soroptomists and became a lifetime member in 1986. In 1952, she joined Beta Sigma Phi and served for 50-plus years, becoming a lifetime member. She was awarded the Order of the Rose for her own life of the ideals of Beta Sigma Phi. In 1997, she received her amateur radio oper- ator license and became very active with the local ham operators. She also was active with the Grand Ronde Muzzleloader black powder club. Surviving rela- tives include her son and daughter-in-law, E. H. “Duke” and Kate Klein of Prineville, and ﬁ ve grandchil- dren, nine great-grand- children and four great-great-grandchildren. She was preceded in death by her husband of 48 years, James “Jim” Edward Klein; daughter, Sandi Benson; brothers and sisters-in-law, Grant and Ione Struck and Tom and Alice Struck; and sis- ters and brothers-in-law, Alice and Bob Spencer and Fanny and Howard Skeen. Arrangements are by Loveland Funeral Chapel & Crematory, La Grande. LeeRoy L. Moschkau 1939-2020 • La Grande LeeRoy “Papa” Leslie Moschkau, 81, of La Grande, died Dec. 4, 2020, at his residence. A pri- vate celebration of his life will be held Feb. 6 at 10 a.m. at Faith Lutheran Church. LeeRoy was born May 16, 1939, in Rice Lake, Wisconsin, to August and Ellen (Coleman) Moschkau. He resided in Glendale, Silverton and Myrtle Creek, and has lived in La Grande since 1999. He attended schools in Glendale and gradu- ated in 1957 from Glendale High School, where he was on the baseball and football teams. On July 2, 1960, he married Diane Marie Kirk. LeeRoy served in the U.S. Army. LeeRoy was employed with the Bureau of Land Management for 33 years and Bowman Trucking. He earned awards for ded- ication of service from BLM and from Bowman Trucking. He was a sports enthusiast and enjoyed gold mining, bow hunting, trav- eling and riding his recre- ational vehicles. He was a dedicated father, grandfa- ther and great-grandfather. Surviving relatives include his wife, Diane; sons and daughters-in-law, Scott and Christie Moschkau of Glide, Ron Moschkau of La Grande, and Darren and Adela Moschkau of La Grande; brother, Lester Moschkau of Roseburg; 11 grandchil- dren and 24 great-grand- children; and four nieces and nephews. He was preceded in death by his parents, August and Ellen; children, Michael and Marvin; sister, Ruth Ann Nissen; brother, Arnold Moschkau; and eight aunts and uncles. Schwebke 1950-2021 • La Grande Evan Duane Schwebke 71, died Jan. 22 at his home in La Grande. Evan was born Jan. 10, 1950, in La Grande, to Duane and Theone (Berry) Schwebke. He gradu- ated from La Grande High School in 1968 and attended what is now Eastern Oregon University and Blue Moun- tain Community College. Evan served in the Army National Guard and was honorably discharged. Evan worked for Pepsi and in 1976 began his career with CP National and then OTEC, retiring in 2012. He enjoyed many activities including hunting, ﬁ shing, camping and driving his team of horses.
