RECORDS AND MORE TUESDAY, OCTOBER 6, 2020 Fishtrap receives $10,000 OAC grant The Observer WALLOWA COUNTY — Fishtrap Inc. in Enter- prise was among 19 arts organizations the Oregon Arts Commission announced is receiving a $10,000 grant to support educational products in partnership with Oregon schools. “Given the challenges Oregon communities are facing, due to the pan- demic and the devastating wildfi res, this is an espe- cially important time to protect our students’ social and emotional well being,” Arts Commission Chair Anne Taylor said in a press release on Friday, Oct. 2 from commission. Fishtrap was one of just three entities east of the Cascades to receive a grant, along with Oregon East Symphony in Pendleton and High Desert Museum in Bend. It’s project sup- ported in-school and summer creative writing instruction for youth in Eastern Oregon. Arts Learning grants help back projects to give “a responsive opportu- nity for learning” through the use of arts to ben- efi t students in kinder- garten through 12th grade. They also help promote an exchange of knowledge and impacts achievements of those students. The commission evalu- ated applications for project quality, artistic excellence and merit, project support and project impact. A graveside service and celebration of life will be held on Friday, October 9, 2020, at 2:00 p.m. at Olney Cemetery in Pendleton. In lieu of flowers contributions can be made to the Blue Mtn. Humane Association in Barry’s memory, care of Daniels~Knopp Funeral, Cremation & Life Celebration, 1502 7th Street, La Grande. Barry was born on January 28, 1937, the only child of Austin and Helen (Adkins) Crowell in Emmett, Idaho. The family moved often as his father worked construction. He graduated from Enterprise High School in 1955. He served with the Oregon National Guard. On November 22, 1958, he married Mary Alice Kilgel in Pendleton. He worked as a meat cutter for Pat Shea in Pendleton, and later for Albertsons in Richland, Washington. In 1971, the family moved to La Grande where he purchased and operated River Products Meats. When the business closed in 1979, he commuted to Ontario and worked for Albertsons, until he was able to transfer back to the La Grande Albertsons working there until his retirement in 1993. He also worked for Safeway cutting meat. While living in Pendleton he was active with the Elks Lodge and the Jay Cee’s. He volunteered at many events through the Jay Cee’s including Happy Canyon, Pend- leton Round-up, the Portland Wrestling Event in Pendleton and other special events. He was also a pivotal part of the Oregon Trail Diabetes Association Trail Rides, put on by his wife Mary. The family spent many weekends on the Snake River where he loved to whittle, pull skiers behind his boat and relax. He enjoyed reading about World War II. He was a devoted family man, never missing a school activity or athletic event for his children or grand- children. He was a cancer survivor. Mary was the love of his life, she preceded him in death on December 21, 2019. Survivors include his children, Steve and Jeanne Crowell of Cove and Carlene and Mark Lester of La Grande; Grandchildren: Cabel Adams of Kennewick, WA, Annie Adams of Cove, Holli and Nate Needham of La Grande, Cheyenne Lester of Fullerton, California, and Delaney Lester of Boise, Idaho ; Great Grandchildren Nolan Needham, Hadlee Needham, Irie Adams, and other relatives and friends. He was preceded in death by sons, Nicholas at birth in 1959 and Timothy in 1961 at 6 months of age. Richard Guy Miller Natalie Kay Carey April 12, 1925 - October 1, 2020 June 19, 1960 - September 28, 2020 Richard Guy Miller, 95, of La Grande, passed away on Thurs- day, October 1, 2020 at Grande Ronde Hospital. A family Graveside Service will be held at Hillcrest Cemetery. Richard was born on April 12, 1925 in La Grande, Oregon to John and Faye (Milligan) Miller. He resided in La Grande, OR; Walnut Creek, CA and Eureka, CA. He graduated from La Grande High School and attend- ed Eastern Oregon University, University of Washington, and University of California. As a member of the Greatest Gen- eration, Richard left La Grande High School early to serve our country as a Quartermaster in the United States Navy. He served in World War II in the Pa- cific Theater, on the USS Regulas, surviving multiple Kamikaze at- tacks. He married Barbara Bean Miller, in August 1951 in the Salt Lake City Temple. He later married Rita Moore Miller in the Columbia River Temple. Richard was a child of the Great Depres- sion and started delivering the La Grande Observer at 10 years of age. He also worked for JC Penney and later was employed with the Oregon Department of Transportation on an oiling crew during his college years. He left graduate studies at the University of California at Berkeley, to join the Federal Bureau of Investigation during the Korean War. He retired from the Bureau in 1979. He loved to share stories of working on the Patty Hurst Case and numerous bank robberies and other crimes including a memorable arrest of a department store Santa Claus. He enjoyed golfing and attending his children and grandchildren’s sporting events. Later in life, he started playing cards with friends at the La Grande Coun- try Club. He performed community service as the Chairman of Eureka, California, Babe Ruth Association, and Eureka Little League Coach and District Committee of the Boy Scouts of America. As member of the Church of Jesus Christ of Latter-day Saints, he spent a lifetime of service includ- ing Branch President, Bishop, and Stake President in Eureka, California. He was a member of the La Grande Boosters and the La Grande Country Club and spent nu- merous days volunteering for the American Cancer Society. Richard is survived by his wife, Rita; children, David Ian Miller (Marla) of Indio, CA, Ellen J. Messerly (Ernest) of Springville, Utah and Ariel Richard Miller (Lori) of Hau’ula, HI; sister, Joyce Handel of Sonoma, CA; 16 grandchildren, 21 great grandchildren and 2 nieces and nephews. He was preceded in death by his wife, Bar- bara; parents, John and Faye and step-fa- ther, Samuel Bailey. Richard will be honored graveside by a flag line led by, nephew, Ben Bean, Amer- ican Legion Riders and long time friend Col. Lonnie Myers, (USMC Retired) Patriot Guard Riders of La Grande. Born June 19, 1960 in La Grande, OR to Willard K. Carey and Audrey Lane Carey, Natalie was a graduate of La Grande High School, Cottey College, and the University of Oregon. She understood the importance of kindness and patience, and spent her professional career teaching Special Education in Oregon, Arizona, and truly anywhere life took her. She married Bradley T. Payne in 1989, and together they created a beautiful son, Steven Thomas Payne, before their divorce in 2001. Natalie continued to co-parent and raise her son with the support of her family and her incredible community. She was an honor student in high school, a Worthy Advisor in the Order of Rainbow For Girls, a rock climber with the LHS outdoor climbing club, a performer in choirs and plays, and a Senior Girl Scout. Natalie was a dedicated member of her college sorority, Kappa Alpha Theta, and P.E.O. member of Chapter CL in Palm Desert, Chapters in Baker City and Phoenix, and has served as president of Chapter DK in La Grande. Prior to her senior year of college, she spent the summer traveling in Europe with her brother Bob. She worked as a counselor at the Ascension Summer Camps in Cove, the same place where Steve would eventually spend his summers, as both a camper and a counselor. She taught special education in Union and Baker City, Oregon, and Scotts- dale, Arizona. When life decided it was time for her to retire from teaching, she continued volunteering at Central Elementary School in La Grande, and tutored home schooled students at La Grande public library. In 2010, she moved to Palm Desert with her mother and son, where she support- ed Steve during his high school years and enjoyed the sunshine that she loved so much. During her time there, she was active in the Braille Institute, the Neuro Vitality Center, and as always, continued to make meaningful friendships within her community. After her son’s high school graduation, she enjoyed the snowbird lifestyle, spending her summers in Oregon with her son and the cooler months with her mother and stepfather in California. Natalie wrote her college thesis on faith, and believed in living a life of integrity by treating all she met with equality. She was a member of St. Peter’s Episcopal Church in La Grande and St. Margaret of the Desert Episcopal Church in Palm Desert. In the spring of 2019, she permanently returned to La Grande where she was lovingly and tenderly cared for by her son Steve and his partner, Collete. She was predeceased by her father, MG Bill Carey, her grandparents, Robert R. and Julia Carey, Howard and Beatrice Lascottne, and nephew, Jack Carey. Natalie passed away peacefully in her home, the evening of Sep- tember 28th, surrounded by loved ones. Her presence and memory will be carried on by everyone she met, because of her te- nacity and the quality of her soul. Her legacy lives on through her family, her son Steven T. Payne and his father Brad T. Payne, her brothers Willard A. Carey, Robert L. Carey and his wife Nicole, her mother Audrey Car- ey, her stepfather Tom Hippensteele and his family, nephews Brendan, John, and Charley Carey, and many beloved cousins. Natalie was an inspiration to all who knew her. Despite any physical limitations, she saw only opportunity, and lived a life of humor and grace. A celebration of life will be held at River- side Park Pavilion on Sunday, October 11th, at 11:00 am. A funeral will be announced at a later date.
