The Baker County Board of Commissioners is requesting propos-
als from all interested persons for the year-round, on-site services
and management of Hewitt and Holcomb Parks located
approximately 3 miles outside of Richland in Baker County,
Oregon. Living quarters and utilities will be provided year-round
as part of the compensation package.
1) Proposals must be received by 4:00 p.m., February 28, 2020.
2) Proposals must be received by the Commission Office by mail
or delivered in person by the designated time at the Baker County
Courthouse, Board of Commissioner’s Office, 1995 Third St.,
Baker City, Oregon, 97814.
3) The Proposal must be in writing in a sealed envelope marked,
“Hewitt and Holcomb Parks Management” or its equivalent.
The proposals will be publicly opened and read during the March 4,
2020 Commission Session located in the Baker County
Courtroom, Baker County Courthouse, 1995 Third St., Baker City,
Oregon, 97814. An award decision will be made at that time.
4) The Request for Proposals (RFP) and supporting documen-
tation may be seen on-line at https://bakercounty.org, and copies

Public Notice
The La Grande Urban Renewal Agency (Agency) has published the FY 2018-19 annual report. It is
on file at City Hall, www.cityoflagrande.org and with the Agency. The full information is available to all
interested persons. In FY 2018-19, the Agency received $635,557 in property tax revenue with total
revenues of $676,447. Agency expenditures for FY 2018-19 were $726,077 which does not include a
transfer of $403,249 from the Debt Fund to the General Fund.
The estimated tax revenues for FY 2019-20 are $768,500. The 2019-20 budget includes $1,539,646
in estimated resources/expenditures for the General Fund and $1,758,200 for the Debt fund.
The estimated impact of carrying out the Urban Renewal Plan on the tax collections for FY 2018-19
for all taxing districts is shown in the table below.
The amount of maximum indebtedness remaining for the Plan is $10,832,388.
