Stiff Writer WASHINGTON UTI' -Backstairs at the White House: The staff of President Eisen hower is well aware that during his forthcoming 20,000-mile trip lo Asia and other points, some areas, of the world will be ex posed for the first time to one of the truly unusuat aspects of democracy. These men and women are spe cialists in their work and they do not always endear themselves to people in stange lands who simply cannot understand why a world leader of presidential sta ture would suffer himself to be questioned in public by common ers. Eisenhower held on oen press conference in Bonn, Germany, last August and the German re porters were highly reluctant to ask questions, even after the President stopped in the middle of the conference and invited the Germans to speak up. Only two or three of them did so, and then quite uneasily. In this way the reporters in the "pool" car can hear and see crowd reaction to the President. Later they report to their col leagues who must proceed in other vehicles nearer the rear of the motorcade. - The British reporters last sum mer were utterly astonished by this arrangement. British official Propose Opening New Irrigation Land In Oregon . BOISE (UPI l - A spokesman for the Reclamation Bureau says a joint report of the Bureau and tjie Army engineers will propose irrigation of an additional 1,129.- 000 acres of new land in the upper bnake river basin. i ne iana is upstream from Powder river in Oregon. Officials of the two agencies re viewed basic information to be included in the report when they met in me bureau a regional of fices here Monday. "The ultimate and reasonable development of new lands amounts to 1.129,000," said Har old T. Nelson, regional reclama tion director, "and supplement al water is available for an ad ditional 1,096,000 acres." Some 19 power developments are possible, he said, including the Garden Valley plants, for a total of 1.238,000 kilowatts of elec tricity.
