Mark Hatfield named the last of his legislative interim commit tee members Thursday with the appointment of three citizens from the puhlic-at-large to the Criminal Law and Procedure Committee. Hatfield named Irving E n n a, Portland past president of the Mental Health Association; Capt. Ersel Mundinger, Salem police department; and ' Mrs. Gordon Orr, Portland, housewife and mother. His four district attorney ap pointments, announced earlier were James Minturn, Crook coun ty; Harry Hogan, Wasco county; James Craig, Yamhill county; and Al McMullen, Lincoln county. Mundinger has been with the Salem police department for some 20 years and has been a patrolman, desk sergeant, detec tive, and is currently the captain in charge of records. ISSUES AMNESTY BEIRUT. Lebanon UPD Iraqi Premier Gen. Abdel Karim Kas sem Thursday night issued an amnesty to all "villagers and tribesmen in the mountainous areas of Iraq" who had engaged in anti-government activities. WALZER UPI Staff Writer NEW YORK (UPI I Industrial production so far this year has risen more than 7 per cent while the stock market gain amounts to around 5 per cent. Each has set a new record high. But the industrial engine still is vigorous while stocks are tired. The experts look for a lull in the third quarter in industry fol lowed by a last quarter spurt. With stocks the situation again may be reversed. Many experts see the list spurtiog to a new record in the third quarter with a setback from, the highs in the final three months. The latter course would be in line with Wall Street tradition for a summer rally. The recent lull which has given the market an opportunity to consolidate its gains set earlier. Largest Sales Since 1930 It's been a big half year for stocks sales the largest for the period since 1930 and a gain of 14 per cent over last year's first half. . During this time, prices of all sections, except the utility have been lifted moderately to a level far above a year ago. Utilities so far this year arc down 6.3 per cent from the 1958 close but they show a gain of 13.3 per cent from June 30. 1958. This group follows the money market and a decline is in order when money rates rise. , Industrials are up 8.4 per cent compared with Dec. 31, 1958. and up 32.3 per cent compared with June 30, 1958. Rails are up 4.4 per cent and 38.8 per cent respectively. WASHINGTON (UPD Is live virus polio vaccine better than the Salk killed virus vaccine now being used in America? That question has been brought into sharp focus at an internation al conference which began here .Monday and which winds up to day with discussion of Vossible recommendations. The five-day meeting was sponsored by the World Health Organization, and was attended by noted scientists from 20 nations, including Russia and two other Communist coun tries of Eastern Europe. The conference heard sharply conflicting views of the live virus vaccine which, like the Salk vac cine, was developed by American researchers. On one hand there were enthu siastic reports from scientists Who have used live virus Vaccine in field tests on more than 4,500,000 persons in Russia. Poland. Czech oslovakia, Singapore and Latin America. They said they found it entirely safe and highly effective. The U. S. Public Health Serv ice, has so far refused to license live virus vaccine for general use in this country. It says many more carefully controlled tests are necessary to determine whether wholesale administration of live polio viruses is really safe. duplicate its feat of 1J29, the record year. The list started the year at an annual pace of a billion shures and dwindled to one of around a half billion. The latest Block ex change count shows them at 5,270.000.000 shares, a . rise of 253.000.000 over the total at the close of 1958. Valuation of all listed shares t reached $299 billion on May 29! the day the industrial ' average set its record high. At the end of 1958 the total was $277 billion. This rise of $22 billion, of course, reflects the additional listings. It is estimated that values of all listed issues have risen, around $55 billion from the level 'of June 30, 1958. Widest Losses In Juke . The market rose each month except March and June excluding the utilities which lost in all but February and March. Widest los ses were suffered in June. Best gains were made in April. 1 , To the casual observer one would conclude that the 1 market was in an enviable position with industry at a record high, con sumers spending more than ever, employment rising, and unemploy ment falling, and Europe prosper ous. The problem which doesn't meet the eye is how much, of this rhigh economy has been dis counted hy the market in advance. The market discounted the swift rise in business last year and in that respect put the experts to shame. The experts missed their fore casts on the timing of the re covery and its speed. Not a few of them have been flabbergasted recently when the statistics have shown new records. They have been quick;' to jump on the band wagon and how there is a unanimity in the cheers. And that's a bad thing, for in the annals of Wall Street an- old market adajse often has proved its worth: "When there is una nimity in any group, it's' usually wrong." SENTENCE PARALYTIC NASHVILLE.
