AF Orders Starfighters Grounded HAMILTON AFB, Calif. (UPI) The Air Force has ordered its fastest and newest fighter-inter cept o r, the F104 Starfighter, grounded for modification. . The order came from Washing ton and applied to all Starfighters in the country. The order came after Capt Iven C. Kincheloe, 29, who flew higher in space than any man alive," was killed recently near Yuma, Airz., in the crash of an F104. The Air Force had intended Kincheloe to fly a rocket-powered o ane 60 miles into the atmosphere. The Starfighter Was grounded once before. That was shortly al ter Col. Raymond Evans, com manding officer of the 83rd Fight er Interceptor .Squadron, was kil led while attempting to land one at Hamilton AFB on March 3. The Air Force said "excessive vibration" was to .blame for the crash that killed Evans. A spokesman for the 83rd, which flies the' missile-like planes, said of the latest grounding: "It's just like on auto. After six months you' stop and tighten the bolts." Maj. Robert Merrill of Hamil ton AFB said "experience has in dicated that certain modifications will improve the overall efficiency of the plane." The F104 was introduced at Hamilton AFB last Feb. 20. Former War Ace New Circuit Judge SALEM I UPI I Ontario attor ney Jeff D. Dorrah Jr. was ap pointed circuit judge for the 9th district of Malheur and Harney counties by Gov. Robert. D. Holmes Monday. Dorrah, a 37-year-old graduate of the University Of Oregon law school, was named lo the unex pired term of Judge M. A. Biggs, Vale, who died in office two weeks ago. The new judge is a Marine fly ing ace and has been practicing in Ontario since 1948. Robert D. Holmes yesterday. Mrs. Hamilton, the wife of Med- ford's postmaster, succeeds Mrs. Lucile O'Neill, Klamath Falls, as a state-at-large member of the board. Mrs. O'Neill, an appointee of Gov. Douglas McKay, was the first member of the board to serve a full seven-year term. That term expired Aug. 1. Recent scientific and diplomat ic developments in the world seem to demand a constant re appraisal of our whole education- County Fair Booth Pointers In Bulletin The county fair is as much a part of the American tradition as barn 'dancing or .'baseball. But the county fair is now changing to keep up with the modern Am- ican way of life and community fair booths should reflect this trend, according to a new bulle tin released by the Oregon State college extension sevice. The number of farmers has de creased through the years, and many communities have turned to -trades other than agriculture, the bulletin points out. Continuing its traditional role as a "show window" for communities, the fair now tells the story of fores try, manufacturing, recreation, and many other enterprises as well as agriculture. Written to help individuals, clubs or organizations - tell the story of their community most successfully, the new bulletin suggests a step-by-stcp method of pianning a community booth. De termining who will see the booth, what it is to say, selection- of a theme,, and sketching a plan arc discussed. The bulletin also lists attracti veness, story-telling ability, and simplicity as keys to good booth design. How to develop a cen ter of interest, use of color, and ways to. keep the booth, balanced yet simple are discussed with the use of colored illustrations. In: formation is given on materials that can be used in buildings booth. " Hof fa Denies Payoff In Senate Quiz By ARNOLD SAWISLAK United Press International WASHINGTON (UPI) The Sen ate Rackets : Committee gave James R. Hoffaa breather today and began trying to find out whether administration pressure cut short a 1953' congressional in vestigation of the Teamsters chief. The committee called Payne Rattner, former governor of Kan sas, for testimony. Chief counsel Robert F. Kenne dy said Rattner was retained by the Teamsters five years ago in connection with -a House investi gation headed by Reps. Clare E. Hoffman (R-Mich.) and Wint Smith IR-Kan,).,.. The Hoffman-Smith inquiry into the affairs of Hoffa and Team sters welfare funds in Detroit end ed abruptly after a few days of hearings. The' breakup was fol lowed by charges that pressure from "high places" in the admin istration was responsible for cut ting short the investigation. Hoffa apparently was due for time on the sidelines after a day of charges, denials and counter charges Tuesday. Robert Scott, now a Michigan state barbers' examiner but once a Teamsters official in Detroit, swore Hoffa asked him to inter cede with . a stale judge to seek a second trial for Harry Fleisch er, ' reputed leader of the Motor City's notorious purple gang." Scott also said a Pontiac, Mich., Teamsters member, Daniel Keat ing, told him Keating had shaken down an employer for $35,000 and "had to give it to Jimmy Hoffa1."
