By KINGSBURY SMITH United Press International MINFKORDD, Wales (UPIl Failure of Russia and the West to agree on a summit meeting coupled with the H-bomb's threat to survival of the human race makes it imperative today to edu cate mankind to renounce war as world suicide. . This belief was expressed by Lord Bertrand Russell, world famed philosopher, in an exclu sive interview in his hillside Welsh home overlooking the Irish Sea. "The people of the world must be made to realize." he said. "that a- nuclear world war will mean an end to the human race. That must be drummed into their heads. "The optimists say that if a major war breaks out in the near future, a few people may survive iir Patagonia. Perhaps, but the long-range radioactive effects of a nuclear conflict would probably make the world uninhabitable for even the few who might survive in Patagonia. It is virtually cer tain that with the way new weap ons are being developed, war within a lew years from now would mean the end of mankind." One of the big uncertainties of the Iraqi situation -was the posi tion that the strong-willed Kurds, who control this oil - drenched northern area, would take to the Republican regime. , So far, thy are publicly pled ging support to the successors of King Faisal and Premier Nuri Es Said. But they have their own lan guage, religion, customs and ideals. A cherished hope, support ed by Britain and the United States ' during and after World War I, is an autonomous Kurdi stan. The moment one side was threatened with defeat, it would start pro ducing nuclear weapons in the hope of saving itself. "That is one of the reasons why mankind must renounce war just as the sane individual in a civil ized society has renounced private murder." The noted "free-thinker," who has been a controversial figure for more than half a century, said he doubted the present Soviet leadership would deliberately pre cipitate a nuclear conflict with the West, but he recognized the dan ger that cither side might blunder into a world war by miscalcula Aids old charmer made by a French magician whose films were mix ing "live" actors with cartoon characters before Wall Disney was born. "The Golden Spec tacles," belongs lo the film li brary of the Academy of Motion Picture Arts and Sciences and now is being converted to 16 mm safety film for preservation pur poses by Kemp Nivcr. a leading specialist in the film reclamation field. Nivcr makes documentaries and educational films on a full-time basis and works on the academy library as his avocation. "Up to 1948. when safety film was introduced, all film for the atre projection was on nitrate slock," he explained. "In spite of all care dnd precaution: nitrate film shrinks and disintegrates with time." . t That was what was happening to the collection before Niver came up with a means of salvag ing the molding film. No realist thinks such a Kurdi stan will evolve in our .limes. But the nascent tribalism of the Kurds is undoubtedly causing some preoccupation to the new Iraqi authorities. The fact is the Kurds aro not Arabs. They never have been and by all indications never will be. The Kurds, who number about 150,000 are as different from the Iraqi people as their cool and green mountainous country is from the flat, scorching desert land to the south. They traditionally carry arms even when at peace. It is custo- tion. "While the balance- of military power remains what it is, and there are no new political circum stances,. I' doubt that- thei Soviet Union will inaugurate a nuclear war with the West," he said. "I am not, however, sure that there are no circumstances in which the United States would not do so. If the Soviet Union precipi tated an ordinary, or convention al, war somewhere and American forces became involved, they might resort to the use of nuclear weapons if they were in danger of being defeated." Asked what the common people could do to persuade the big pow ers to conclude and implement an effective international' agreement to outlaw and control nuclear weapons. Lord Russell replied: "I receive many letters from people in all parts of the world asking me what they, as individu als, can do to help prevent war. I have a stock answer for British correspondents. I tell them to write to their MP's (members of Parliament) and to organize against war with their friends and neighbors. Of course, these things cannot be done by the people be hind the Iron Curtain. What they can do, God alone knows. ' "However, the effect of public opinion should not be underesti mated. Public opinion in -this country led the British govern ment to make important , conces sions at the Congress of Vienna in order to secure an agreement to abolish the slave trade." add to 3-30 war means . "They pay storage all these years, and even if it's on 'their own lot they're paying storage, and all that's left are cans of a highly-inflammable powder which gives off a poisonous gas when burned and no film. "It's like paying for a barnful of hay that's not edible. It's silly to pay storage on it." The film made in 1898 by the magician. George Mclies. was one of the first of the Academy's col leelinn to lie converted. Niver has too other movies by the film pio mary for them to lay the arms aside when entering cities, but I saw two or three toting rifles in Kirkuk. If they ever did take-up arms against the new regime, they would be no match for the mod ern equipment of the Iraqi army but they could cause harrass ment from their mountain fast ness. ' The new regime hastened to publicize telegrams of support from Kurdish leaders during the first days after the coup d'etat. There appeared to be no basis for reports that Kurds, "pro loyalist" rebels, held out against the new regime in the mountains.
