Furlher cuts in sleeping car use fur civilians may depend on the extent to which the 450 mile lim it, which goes into effect July 15, eliminates conditions which today ' uk forcing thousands of soldiers to travel long distance in day coaches. About 895 additional sleepers are expected to be available to the armed services as a result of the 450-niile order, announced lale yesterday. Truman Signs Oil Output Legislation WASHINGTON .July 7 (Ul') President Tiuman today signed legislation extending the navy's authority to produce un average of 05,0110 barrels of crude oil daily from the Elk Hill naval petroleum reserve to Dec. 31, 1940. Previously the navy was allowed to take no more than 05,000 banels in one day, lather than on an average basis. HAVE DONE Ipe 3 Churchill Takes Rest In France LONDON, July 7 (UP) Prime Minister Churchill has left Lon don for a short vacation in the Hendaye area lot southwestern France near the Spanish fron tics, his official residence at No. 19 Downing street announced to day. "The prime minister has left for southern France where he hopes to' have a few days rest before attending the Berlin conference, the statement said. It described the visit as of a "purly private character," to which the French were in every way agreeable when consulted some time ago. Churchill will slay in u manor house near Hendaye. The French government made the necessary arrangements for security and the British government for commun ications. Churchill will be in con tact daily with the government here. Mrs. Churchill accompan ied him, Truman, Humes Not To Fly in One Plane WASHINGTON, July 7 (UP) The While House disclosed today President Truman and Secretary of State James F. Byrnes will use separate planes if any uir travel is involved in their trips to and from the impending big three conference near Berlin. Byrnes is legal successor to Truman. If anything should hap pen to both of them, Secretary of Treasury Henry Morgenthau, jr., would become president. Mor genthau's resignation does not become effective until after Tru man's return. Then Fred M. Vin son will become secretaiy of treasury. Close Exchange NEW YORK, July 7 (UP) The stock exchange was closed today in the first of a series of summer holidays set for each Saturday until Sept. 1. The exchange may adopt the Saturday closing as a permanent fixture in September, according to some commentators. MOORE WASHINGTON, July 7 (UP) Very high winds over Japan forced changes in plans for bom bardment of the enemy's home islands, Lt. Col. Patrick B. Mc Carthy disclosed today. McCarthy, who flew the first scouting flights over Japan from the Marianas, said winds blowing sometimes at more than 230 miles an hour were discovered during those first reconnaissance flights. While they changed bombing plans, however, they did not af fect the net result, McCarthy. said. 35,000 Feel He said the winds were found at altitudes of 25,000 to 30,000 feet, generally blowing from west to east. The highest velocities 170 to over 230 miles an hour were discovered from Nov. 1 to Feb. 1, he said. In summer the winds blow at around 80 miles an hour. ' These winds continue over Canada and the United States. In winter they would be capable of blowing a Japanese balloon bomb to this country in two days. Mc Carthy said by using the winds a B-29 could easily fly from Guam to Washington. Well Studied Photo reconnaissance B-29s flew 17 missions over Japan from the Marianas before the first bombing raid on Honshu Nov. 22, McCarthy revealed. Those early reconnaissance flights provided vcather Information as well as maps and photos. Weather reconnaissance planes also make regular flights over Japan. All planes including the bombers report weather informa tion. Between photo and weather reconnaissance planes and bomb ers there is hurdly an hour now without weather reports being available from directly over Japan. I City News : In Brief ...
