A Spokane, Portland & Seattle passenger train was struck by a Great Noithcrn freight nt ' switch in front of the Willbridee station. Witnesses said the freight train ran through red lights set against it. Engine, Car Overturn The freight engine struck the center car of the five-car pas senger train, turning the ear over of its side. Then the engine crashed into the fourth car, which was derailed and came to rest against the station and two tele graph poles. The freight engine was derailed and fell on its side. Lee Shepher of Pol Hand, stew ard on the passenger train, suf fered severe burns when the stove in the dining-observatiun car overturned. Jap Diet Gives Premier Suzuki Dictatorial Power SAN FRANCISCO, June II (UP) The Japanese house of representatives Monday night (Tokyo time) passed a wartime emergency bill granting virtual dictatorial power to Premier Baron Kantaro Suzuki and sur rendering most of the diet's pow ers prerogatives. The bill now goes to the house of peers for final action. Tokyo radio, recorded by Unit ed Press, San Francisco, said it is ltlieved the upper house will approve the bill in the same form it was passed by the lower house. After considerable debate in the house of representatives, the bill was revised to provide that the government should advise the diet's wartime emergency com mittee of any emergency acts it has dcreed. The revision apiyirently was a face-saving gesture for the diet. In effect, it meant that the gov ernment is expected merely to in form the diet committee iff any emergency action it plunned to lake or actually had taken. But to all intents, the bill in its present form presumably abol ished tiie diet as a war policy making organiuon. In Army Funds WASHINGTON, Juno II (UP) President Truman today' asked congress to authorize total funds of $39,010,790,474 for the war de partment for the fiscal year be ginning July I. This is an overall decrease of 25 per cent from tho army pro gram for the current fiscal year, which is estimated at $52,600, 000,000. The 1940 fiscal year program will require new approprations of $21,903,093,400. It will require the reapproprialion of $8,818,915,-, 574 in unobligated balances, and Ihe use of $8,238,501,500 in funds to be recovered from war con tract adjustments.
