John Doe works for the city, the county, the school dis ! toict it doesn't make any difference which and he puts ' in long hours. There isn't any N. R. A. for these govern ; mental sub-divisions of the state, lie doesn't get a very large wage when hard times come it's the public -worker whose salary is cut, nnd cut, and cut to appease the wrath of the taxpayers at their annual bill. And on top of all ; that, once a month he gets not silver or paper money for j his labors warrants. , 1 That's one picture, and it shouldn't be particularly pleas I ing in this land of plenty, supposed to be the wealthiest in J the world, and this and that But there's still another pic '.i ture to superimpose on that canvas. John Doe has to have cash to pay some of his bills, so he has to sell the warrant. And lots of times he has to take a four per cent discount. The warrants draw six per cent interest until they are called usually in much less than a he can't wait that long to pay his bills. ' . Now, a movement has been started in some sections to pay John Doe all but two per cent of the face of his Warrant. It's just like raising his wages $2 on every $100 he earns, and still the man with the money to buy the warrant makes eight per cent on his investment. ; That seems a better way to handle the situation.
