SCALES SHOW SOME BALANCE There never was a honeymoon that lasted more than a ew montliB ; and if Mr. Koosevclt's exuuraion with the Am erican people is .beginning to produce a crop of disagree ments and Juird words, nobody need be esjiecially uurpriBed. The wonder is that the honeymoon lias lasted as long as it has. Looking ut the new deal without partisan bias one way or the other, it js possible lo arrive at two conclusions about it: First, that it has not done as much for us as we permitted ourselves to hope. Second, that it nevertheless has a genuine record of very solid achievement. The depression isn't over, commodity prices are not back where we want them to lie, labor unrest is not ended, un employment still exists, and the farmer still is buying at the moon. On the other hand, somewhere between 8,5500,000 and 4,000,000 men have gone back to work, child labor lurgely has been abolished, the commodity price level is higher than it was before; and wage scales have been im proved. Balance the benefits against the shortcomings and you get a net gain which is very much worth having. It is easy to be disappointed because the number of meu who have gone back to work is not larger. Nevertheless, the mere fact that the piu'chasing power of upwards of three and a half million citizens has been restored is bound to have a wide and lasting effect. It's something, as they say, which can't be laughed off. It also is easy to complain because there has been a trade recession since the early part of the summer. But there are two tilings to remember in this connection. First, trade boomed at an abnormal rate late last spring, because manu facturers sought to build up surpluses before the NRA codes went into effect. Second, wliile trade has declined, employ ment and payrolls have kept on going up which, when you stop to tluiuk about it, is a fact of the highest importance. A depression as wide and deep as the one we have been in is not ended in a day or in a mouth or two. It still is a little early for us to form final judgment on the merits of the recovery program. : Clark Wood I - D3VS The problem 1b, us we uucUiruUmtl It, lo uuifce tne price of w.iiokf5' low ouout:h to put the 'boutlemier out o butttnetw, unci high mout;U to ktM-p Uuclr bum lu diuaiuw.
