city of Portland in the matter of
reducing elevator charges at the 2.

per cent In all charges with the ex

not take a discount. Pier storage
has been reduced from XA cent to
cent per ton per day. The above
reduction In charges is made possible

In connection with the increasing
movement of grain Into Portland,
from upper Columbia river point
by water, and ever mindful of Port
land's position as a wheat port, at
the meeting the commission also in
structed the engineer to construct
as soon as possible a 'conveyor for
unloading sacked grain from driver
steamers and barges whlchr 'will
greatly facilitate and expedite the
unloading of river vessels. In addi
tion to these Immediate plans for
handling sacked grain, the commis
sion Instructed the engineer to pre- 1
pare plans for a portable leg capable
of discharging bulk grain destined to
the elevator from barges or river
steamers in order to be prepared to I
handle this class of tonnage Just as
soon as the demand for same de
velops.

Gains Termed Spotty
Government economists say, how
ever that most of the gains are still
spotty and of an almost purely do
mestic character. The most striking
advances, like those registered In the
United States, are attributed In con
siderable measure to the result of
government action to Improve the In
dividual national establishment.

cators of economic conditions a
decline In unemployment has ap
peared simultaneously In the United
States. England, Prance, Germany and
Italy.
Industrial production has made ad
vances In the United States, Prance
and Italy, while production gains
made In Germany and England since
the low points of last summer have
