Receipts from business licenses con sist chiefly of taxes exacted from Insurance and other incorporated companies and of sales tax on gaso line, while those from non-business licenses comprise chiefly taxes on motor vehicles and amounts paid for hunting and fishing privileges. The sales tax on gasoline amounted to $5,741,097 In 1030 and $4,639,226 in 1929, an Increase of 23.8 per cent. Indebtedness The total funded or fixed debt outstanding Sept. 30, 1930 was $59, 093.901. or this amount $28,960,760 was for highways. The net Indebtedness , (funded or fixed debt less sinking fund assets) was $29,975,281, or $31.42 per capita. In 1920 the per capita not debt was $33.71 and in 1917, $0.60. Captain of Detectives William Arm strong, who rushed to the hospital in an attempt to get a death bed state ment from; the former convict, said thcrg was no doubt about his Iden tity. Moratorium For One Year Upheld By Elwood Mead WASHINGTON, Jan. 28 JP) Rec lamation Commissioner Elwood Mead has Indorsed before the senate Irri gation committee the Idea of a one year moratorium .on irrigation dis tricts' debts to the government but opposed extending it three years. Mead was testifying on bills by Chairman Thomas (R., Idaho) and Senator Carey (R., Wyo), seeking re lief for the districts unable to pay. The Thomas bill provides for a three-year blanket moratorium. Car ey's would permit a 60 per cent re duction In payments for a like period. The proposal of tho Wyoming sen ator, he explained. Is In line with re cent resolutions adopted by the irri gation districts at a meeting In Salt Lake City. The 50 per cent reduc tion would be In the gross charges, rather than the five per cent crop value proposed by the districts. Mead said ho believed the commit tee was turning toward the one-year moratorium Idea, with 50 per cent re ductions for the ensuing two years ror those that needed help. He said some sort of relief Is nec essary, objecting to a three-year mora torium on the ground it Is not re quired and would arouse hostility out side the districts.
