Neither Is It proposed that the government take over the rail roads, as It did In tho last war, un less full government control seems to become unavoidable. Food and fuel will bo handled by a dtrector of war Industry, who would serve on a dominant advisory wnr council with the secretaries of war and navy, a director of selective service, director of public relations and an administrator of labor. The army has worked out a def inite plan for wartime operation of railways, under which a central com mittee of railroad officials would be able to put the rail system at the disposal of tho government under unified management within 24 hours. Plan Staff of Experts The director of war industry ob viously will be a most important per son and If you happen to be con vinced that we'll be having a major war before long you might have some fun guessing who he will turn out to be. Ho will be appointed by the president and will act as his con fidential representative. The main body of his office will consist of two branches one to; co-ordinate demand, or requirements, and the other to co-ordinate supply, dealing with industry as a whole and Its efforts to meet the require ments. The branch which will han dle organization of demand Includes representatives of the army and navy along with civilians. Under the di rector, in a so-called Industrial branch .thero will be a coordinator of war Industry assisted by an in dustrial advisory board consisting of several prominent industrialists who will bo drafted by the president for official government service. Each member of the advisory board will be assigned general supervision over a group of war serv ice committees. Industries, groups of industries or component parts of industries will be asked to select for themselves executive committees and to empower them with definite con trol over the industries or groups represented so that they may act on designated matters connected with tho emergency. Any association or organization might appoint a war service comjmittee, the war depart ment says, but they will represent primarily manufacturers, distribu tors, transportation, labor, nower and shippers. The war service committee will not be governmental organiza tions as the advisory board will be, but will exercise only the powers delegated to them by the Industries which cieci mem.
