In the vast majority the accidental drownings could have been prevented, and one is compelled, In reviewing the large number of annual deaths from accidental drownings, to con cider the figure a challenge to all of us. Unfortunately, death certificates do net tell us whether the drowned per son was able to swim. Common ob servation and experience teaches us that probably as many of the acci dents result from excess confidence and rash swimming as from Inability to swim. In the last analysis, man Is a land animal and when in water Is out of his medium. One substantial contri bution toward the elimination of ac cidental death by drowning would be the teaching of all of the children In our public schools how to swim. - The public at large, too, should be Instructed on water hazards. It Is Interesting to note that- al though our beaches and bathing places are equally patronized by wom en and men, male deaths by drown ing far exceed female deaths the ratio, differing for different places, being on an average of 11 male deaths to one female death. Three-quarters of the deaths hv drowning fall in the groups over 20 years of age. These deaths represent a loss to the community of valuable Individ uals, and the creation through these untimely deaths of u large body of dependents the burden of whose support must be assumed by other Individuals.
