July 0 JP A statement - by Dr. James Franklin Smith, foreman of the retiring federal grand Jury, attacking dry law en forcement methods in San Francisco, was dismissed Tuesday by William Walker, federal prohibition adminis trator, as "Just one of those thlnps." Dr. Smith headed the grand Jury which two months ago was taken to task by Federal Judge Kerrigan on complaint of United States Attorney Hatfield, who asserted the Inquisi torial body was refusing to indict in certain liquor cases. The statement said it seemed lm posslble" for the prohibition author ities to carry out their program "with out finding It necessary to invade the private rights of property holders by trespass." Minor Cases Dr. Smith said federal agents some times trespassed upon the property of "unwitting owners to arrest minor offenders and repeatedly presented to the grand Jury "a heap of minor cases, and the record of enforcement is thereby gloriously swelhrd " A regrettable necessity on the part of the government," said the state- iment, "seems to be that of forcing its under cover . agents to become chronic alcoholics.
