Unmans M:lit. As to law enforcement, the first essential to a successful operation is clean instruments. Falling off in diamond importations can have but one meaning. The American people must economize or go with out gasoline. . The formal opening of La Grande's new "Journalistic syna gog" will be announced before long. The Observer expects to move into its new building the last of next week and we know we're going to be proud of the whole layout. It's the kind of a newspaper home that we've dreamed of for many a year. The only drawback is moving day. We'll be glad, ,when that's over. LACK RIGHT MENTAL ATTITUDE A New York banker visiting in Portland expresses an opinion on business conditions and prospects for improve ment that deserves some attention. In direct agreement with The Observer's frequently expressed belief that the present economic depression is largely a matter of mental attitude, this New Yorker says: "Our only present drawback to business progress is mental. Conditions which led to depression have been altered. Everything is fundamentally sound. The situation is waiting on the consumer to adjust his mind to the idea of going ahead. """""Savings accounts arc ' increasing in size, giving evidence of increased buying power. We may be , certain that the desire to own is still strong, but it takes a little time to re-establish buying habits. When the individual stops buying even small articles he helps to stem the tide of business and industry, all along the line. Eventually it gets back to him. In order to change the situation the individual must start buying and in a short while it will get back to him and benefit him. "There is no shortage of money. Our collections from individual debtors were better in March and April of this year than they were last year when we were supxsed to bo on the crest of a prosperity wave. There is a noticeable increase in the demand , for low-priced used cars. This shows a cautious at titude, but one of growing confidence, on the part of the buyer. ' "Some good nearly always conies out of a bad situation, or what appears like a bad situation. Busi ness is going to be a lot healthier after it gets in its stride. It was in need of the readjustments through which it has passed. Hut we are on the upgrade. Idle money always prolongs depression. One must spend to earn. American prosperity is based on higher wages for workers and hence greater buying power." Here in La Grande business conditions are improving and they have been far better than average all along. The building program has made up for temporary loses in other lines and aside from prices on some agricultural products, .summer and fall business promises to be above average. The chief thing needed here, as elsewhere, is a better men tal altitude. We need an attitude that will promote and encourage good business and the energv to go out and realize on that attitude.
