June 5 (AIM Tho house passed the first of the law enforcement commission's pro posals to relieve fedcrnl court con gestion Tuesday when It approved the Mooro hill to permit waiver of rinht of trial by jury in federal courts. It now poos to the senate. The vote was 228 to 107. The measure was amended to make It unnecessary for a defen dant to obtain the consent of the district attorney to waive right of trial by a jury. In July, a representative of the Oregon Humane society cut the fences of Frank Dobkins, home steader, who is said to have been tho only one who constructed fences around his water supply. The society representative was ar rested, and brought to trial.
