Already there are scores of men busy, with various kinds of construction work, and the new railroad station will make continued. enVploymont throughout the summer. With plonty of experienced, com petent craftsmen ! making their homes in La Grande there will be no need for importation of outside labor. La Grande people can "show thoir community spirit and livic pride by aiding census takers in every possible way. lie sure that every member of your immediate family is counted. Call the enumerator's attention to neighbors who my be out of town or who might be overlooked. Help them in their inquiries regarding absentees, or about single persons living in the same house or same apartment building. Com munity co-operation is needed to be sure that every resident of La Grande is counted and every good citizen wants the total to be as great as possible;-. With hundreds of families living ''immediately outside the existing legal limits of the city, the total will be small enough and misrepresenting the true size of the community, as it is. Perhaps tho people living outside the city but inside the school district can be counted in some way so that the population total as it might have been will be known. Numbers are important to com munity prosperity because they indicate - relative importance of market centers, because tho degree of growth indicatos activity trends. Do your part to make the total truthful and beneficial. . For some years past this nation has been committed to the Australian's philosophy, and has gone farther by not com plaining of its unsettled and untilled lands. One thing is certain. If Europe continues to increase its surplus population it will not be due, ns in the past, to a reek less birth rate. Tho overcrowded European countries are more concerned with lowering the death rate than with increasing tho birth rate. l ie fore the World war there was much concern over birth rates and "race suicide.' The governments were little in terested in the rate of death of women and men past military age, but they kept informed on the variations in tho birth rate and cultivated a high rate by the pensioning of parents and other schemes. It is significant that since the war these same nations have been striving to lower tho death rate and have not troubled themselves over declining birth rates.
