Tho Round-up association at Pendleton is considering the
staging of the "epic of the west" earlier in the season. Rea
sons for a change are not given by the Pendleton ICast-Ore-gonian
but we c.ssiime that tho weather and a school month
have something-to do with the objection to September.
Surely a late August or early. September dale would not hurt
the show and it might produce bigger crowd:; dining the
opening days.- Many tourists are homeward bound to get
the youngsters into school hy the third week in September.
If scheduled earlier, there should be a good chance to draw
more of that business. Then everyone can recall cold, wet
days at the Hound-Up that might, be eliminated by holding it,
two or three weeks earlier. .'

President Hoover's approach to the problem of world peace I
is significant because it is a scientific approach, such as
might bo expected of an eminent engineer, ami not the1
method that would be adopted by the ordinary statesman. :
This is the assertion of Mark Sullivan, political writer and
author, who discusses the problem in tiie winter issue of the i

Peace, in Mr. Hoover's conception, says Sullivan, "must be
the beneficiary of an activity and an expenditure or care and i
energy which is the equivalent, in case of war, of what we!
call preparedness. This conception of peace was more likely
to occur to a man of science than to a .statesman of the
more usual type of training." j
Sullivan illustrates his point by discussimr Mr. HooverV
proposal that food ships, in time of war, lie immune to block
ade. This was not merely a hun-anitai iy i incisure, '
Sullivan sees it; it was a proposal that struck at the loots of
war. For the fact that food, in war time, is contraband,!
makes for war; among nations Re Gnat Britain, dependent
on their food imports, by raising an ever-present threat to
