La Grande has always feared Baker in football. Baker, on tho other hand, has always feared La-Grande. Winning mid losing are familiar experiences for 'both schools. La Grande, has probably won half of the games in the past, has lost half. We will lose again sometime and we will win again, That is relatively unimportant in true sportsman ship. What is (important is whether or not tinker has evaded the eligibility ruling in order to improve its football muterial. The fact that Corvallis is backing up the Idt Grande protest, that several other schools have heard rumors of Baker "ringers." indicates strong evidence in the local case. So much smoke makes one suspicious of the presence of a little fire, at least. Baker doesn't mention the spirit of the eligibility ruling, but speaks loud and long of the letter. f scholastic athletic competition is to be of value there must be no question of either. If these protested phlyers came to. Baker of their own volition, if their legal adoption was not made for the purpose of evading the eligi bility rule regarding residence if these facts can be suc cessfully established, tho La Grande protest will be and rhould bo denied. But if they cannot, Baker has made a sorious mistake and the La Grande protest will serve to ptunw Out an injurious practice. A BOl'NDAUY KLKCTION IS NKKDICI) The (ueslioii of the extension of La Grande city limits to include the heavily populated areas now closely adjoining is a matter that has many opponents, many supporters in Bie districts considered. No ona can tell with assurance what the final decision may be at the election. Many of the people who sign a remonstrance do so simply because they are asked to by a neighbor or friend. The siime is true of those who sign a petition. It is not an indication of tho way the signer will vote "when final decision is necessary any more than the signing of a candidate's petition indicates whether tho signers will actually votu for him when the campaign has closed. The purpose of the petition i.s merely to indicate -whether or not the interest in the question is sufficient to warrant an election. In this case there is no question of the general interest. The matter of boundary extension is of utmost importance both to this city and to the people whom it is proposed to include "within its corporate limits. In the opinion of The Observer, an election should be held out of fairnes to all concerned so that a decision can be reached one way or the other and the matter drop ped. Both opponents and proponents should welcome the opportunity for that decision. To fail to carry the question to the polls i.s unfair to those residents of the outsjdo districts who wish to come into the city, unfair to the entire com munity that would lie benefitted by the prestige and develop ment resulting from census growth. The cost of Hie election would be relatively small and this community can make no other investment with the possibility of such great returns over the next ten-year period. If the majority of the people living in the proposed new areas do not wish to become a part of the city, they should be allowed to express Unit wish. If they wish to come in and thus promote both their own and the community's' progiess, they should be allowed to vote that decision. I'ntil votes are actually counted it is impossible to know the true sentiment. To miss thai oppor tunity now is to delay it definitely another ten years.
