The new state tax commission created by the )cg islutiire
has authority that will concern every 'taxpayer in' the stale.
Differing from the attempt at assessment refoi-m of two
' yeais ago, the new law calls for three memlwi's who will
act as supervisors over the county assessors and seek to
have a more uniform assessment throughout the state. How
it is administered will be watched closely by business men,
farmers and manufacturers alike, and an excellent statement
on this angle is contained in the lost issue of the Oregon
Voter:' - , .

forcement will build up good will for Oregon that will
be of inestimable value to our state. . . . What the
honest taxpayer wants is a fair deul. He does not '
cui to evade just tox obligations or to dodge tux and '
assessment laws. But he does want to know that he
is being treated on a parity with his fellow taxpayers
and that he will not lie penalized because of his owner
ship of property or .business enterprise in Oregon."
The Voter comment goes on to point out how thoj lack
of common "sense administration by Mr. Fisher, tax 'com
missioner, two yours ago, especially with his "blue blank"
antagonized tho entire business element of the state and a
gross overassessment was indicated by the tendency to: look
upon Iwok values as tux values. These arc two entirely dif
ferent things, the Voter points out, with Illustrations show
ing how a merchant may carry n stock of women's clothing,
or a lumber mill n yard full of low grades of lumber, or a
farmer a shed full of machinery, all of which may be car-(
ned on their respective books nt a value much higher than
they could possibly bo sold for. ;
"At what value shall agricultural implements be
assessed? f a farmer kept books, he might carry his
implements at cost subject to an annual depreciation.
. This accounting would satisfy requirements of bus
iness und of Income tux administration but would re
flect grossly exaggerated values for property taxation
purposes. Tho machinery might sell for junk. Its
value for taxation puriwses is stimewheres between its
junk value and its book value. Local assessment prac
tice largely determines this in different neighbor
hoods. The same applies to sawmill machinery, log
ging machinery, logging railroads and every other
class of machinery. Uun down and rusty, even though
out of use for the period of a long shutdown, manufac
turing muchinery may be carried on the books at cost
less annual depreciation but its value for taxation
purposes is not the same as it would bo if the ma
chinery were in constant, profitable use. To assess
under such conditions is not a simple matter. Appli
cation of hard and fast rules to machinery assess
ments, disregarding local practice and local conditions,
would lo disastrous to tax administration."
The new law, which is designed primarily for the puipose
of equalizing tho tux burden has much of merit to commend
it. But it will 13 successful or a "flop" in direct proportion1
lo the attitude of the new commission. The farmer who has
a few head of sheep assessed Dow at $G u head is perfectly
willing to pay at the rate of $8 if that is uniform throughout
the state and if he is reasonably sure thut the cuttle and
hogs of his neighlmr und the buildings and merehandiso and
homes of tho man in town are going to lie assessed in like
relation to their true value.

properly and successfully bo put into effect. Radical en
lorcement will destroy its purpose. A redistribution pro
gram designed to take effect over s period of yeam, and not

eduction for a majority of Oregon taxpayer.
