One of the frequent charges made against our .colleges and universities is that they fail at attack many, modern problems of living while they seek to solve the problems of working., The young generation is not as unsophisticated 'as its predecessors and we see no reason why subjects that are discussed In an intelligent and impersonal manner in the fraternity houses and dormitories should not be given classroom attention particularly if study and discussion of them can-promote saner, broader and bet ter Informed living, ' ', v . .- . A "SCOTLAND YARD" FOR AMERICA? A "Scotland Yard'1 for the United States is in contempla tion iit Wushjngton,'according to recent dispatches, Scotland Yardas everybody knows, is the headquarters of the great : British national police department High detective officials, , in their .Londou offices, supervise the work of combating .crime for all of England. They have direct connections with every police department in England, and can get instant co-operation. The result, of course, is that England's crime situation is kept well in hand, and the British police system is a model for all countries', to copy. In America nothing like that exists, Each city's police force is u unit iu itself. It bus no real connection with, the police force of any other city; and with the federal government, naturally, its co-operation is even more sketchy. "' When federal sleuths set out to calch ti criminal, they are apt to lie sorely hamiered unless they can get quick and hearty co-operation from the police of the cities lo which their chase happens to take them. Sometimes they get this co-operation and sometimes they do not. The criminal, consequently, has a great advantage. The disjointed 'nature of the law enforcement agencies works all in his favor. Now it is being proposed that some plan be worked out whereby federal, state and city police forces can be joined into one unified whole. That this would aid in the war on crime there can be no doubt. Every kind of criminal, from the murderer to the rum seller, would be hit a body blow. Efficiency of our po lice Would begin to appiimeh the efficiency of Scotland Yard. But it will take n great deal of new legislation. The plan, doubtless,' will be ii lot easier to devise than to execute. The proposal is worth much study, but no one need hope that it will become a reality in the immediate future. Four-Cent Jump In.
