OREGON ON THE RIHND After going through some forty days of its session with out producing much work worthy of attention, the legisla ture got down to business the last ten days and turned out more constructive legislation (or, ut least, legislation de signed to lie constructive) than any session in recent years. . Four was expressed -generally that nothing would be done to correct the present deficit, that the program of the spe cial property tax relief commission would not havo proper consideration, that the session would end with the state more embarrassed by its tax muddle than ever, ln spite of a lack of real leadership throughout most of the period, measures were finally passed to wipe out the deficit and a good share of the special tax program was enacted into law. No ono can say with certainty how the new excise tax and tnx on intangibles will be regarded after thev are in operation, but we feel that tho legislators were right in as suming that the proposals of the snecial Lux made after two years of intensive study and consideration deserved a trial. The result is that Oregon will have a more comprehensive change in her methods of taxation than she has ever before attempted at one time. The additional en actment of n personal income tax, which was not a part of the Caikin commission's program, is the onlv matter likely to cause serious controversy. Considering that such a meas-ui-o was defeated last fall at the polls, it is very likely that Jt will be put to an election again. Wo hope that it will not .icopai-dize the other tax measures until they receive a fair lest. Although the hill for a consolidated board of regents was passed too hurriedly, there aie many indications that this . can prove to be constructive legislation of high order. If! : uie legislature has shown the wuy to eliminate jealousy, con ; troversy and duplications lictwecn institutions and to im provo tho general cause of higher education in Oregon, this , bill will bo a real achievement.
