The favorite theory of those who are wiser than seven men that can render a reason U that the whole tiling is a trap artfully designed to catch Uncle Sam. by the heel. An elulwrate conspiincy has been set up by foreign nations, intended to deceive credulous Americans, lure them into keeping their own navy small so that England or some other foreign, power may the sooner and the easier gobble it up. When pushed to such alwurd lengths as in this case, this villain theory is bound to result in causing people to question the motives of those who go nlxiut questioning the motives of rylKRly else.
