Tho num ber of prisoners in the state penal institutions of Iowa has moie than doubled in the last IS years, and they are now re ceiving more than twice as many prisoners per unit of popu lation as they were in 11)10, These are typical American states, having so largo a pro portion of native stock that the apparent deterioration can not bo blamed on immigrants. Is tho race really deteriorat ing mentally and morally at this rate? We do not think so. Perhaps it isn't really so in spite of these figures. Peihaps wo are merely taking belter care of mental patients and feeble-minded folk, getting into public institutions those who foiniorly would have been cared for ineffectively at home or left to shift for themselves. P.ut are we ai resting and imprisoning people who for merly would have been allowed at large? The difficulty in convicting offenders doesn't give that impression but it is possibly true. I'nless law enforcement is better than most of us think it is, there has been a moral slump in this country, i'lid it is probable that the prohibition violations have ac counted for much of any increase in jail population. It seems that people engage in the bootlegging business who would not become criminals of any other kind. The increase of those confined to institutions fur meptal disorders may be a good sign. Confinement and stute super- ision is necessary for such cases. They should not be al lowed to propagate their kind, as they may readily do if al lowed at large. Progressive state legislation throughout 'the I. nd aie recognizing a real need for guarding against the in crease oT degenerates. They aie passing laws to enfoice siei ilizal ion when- that is an obvious necessity for the good of society. It's the only way. The fittest will eventually survive, perhaps, but. the process can be speeded and aided by some human culling. Wo find that it pays in poultry, in stuck.
