It's true that the hospital canied an appropriation
when approved by the people while the school did
not. It's true that officials quite naturally consider a
public i ppropriation more mandator- than one passed by
the legislature in its usual routine. And it's true that going
fiom a hundred thousand to a hundred sixty is less diffi
cult a temptation for economists than going to a hundred
teventy-five thousand from "scratch."
Nevertheless." one feels that members of the lxard of
ixgents can well consider the new point of view of the mem-
