Finally they gave up the idea of grouping the other lines around the Nickel Plate, and used the Chesapeake and Ohio as the back bone of their new system. The latest decision of the com mission accepts that modified plan with severe reservations Mid exceptions, notably a refusal to let the new system take over the Eric. v At the same time another bold plan is knocked in the head by the commission. The New Yolk Central, Baltimore and Ohio and Nickel Plate together had acquired control of the stock of the Wheeling and Lake Erie, with a view to divid ing it among them. They are told that such action is ro 'used because in acquiring the property without the com mission's consent they have violated the Clayton anti-trust law. The policy represented in such decisions as these crimps the style of railroad operators who seek to build rail systems in Wall street. It may retard somewhat railroad develop ments that, are really desirable on the score of increased efficiency. The commission seems to some critics unueees liarily cautious and obstructive. t; ; This, however, is livttor than being pliant and over ready to grant anything wanted by railroad promoters, how over honest and able the promoters.
