Prime min isters, as in England, do the actual governing; but even their powers do not compare with the powers we give dur president. That soonw rather odd, at first glance. We pride our . selves on being the world's greatest democracy, yet we vol untarily give to ope man more power than these less demo cratic countries would think of giving. Furthermore, the tendency in recent years has been to strengthen the presi dent's hand. The presidency is all the time becoming a more jKitent office. Nevertheless, it works out very well. To begin with, the president is chosen by a vote of the people, and his term of office lusts only four years. It is true, as Prof. Garner says, . that our election system is not perfect; Prof. Garner suggests that we abolish the electoral college entirely; yet, after all, it is fairly responsive to the state of popular feeling. The president, throughout his term of office, is surrounded with - a white light of publicity more glaring than any other man on earth knows. His every act is known to his fellow country men, and they have opportunity to assess him at his true worth. The builders of this republic feared a despotism more than they feared anything else in tho world. They hesitated to put complete power in any one man or group of men, so they devised the system of "checks and balances" under which we now operate. The president has great power, but not solo lKwer; congress is also a highly powerful body. Yet con gress is held in check, both by the veto power of the president and by the fact that the supreme court will not hesitate to scrap any law which infringes upon the constitution. On the whole, we repeat, it is a pretty good system. H has stood the pragmatic test; it has worked, and worked rather well, for a century and a half. If wo occasionally haw unfit men in office, or if our congress or our president now and then do unwise things, the fault lies not with the system but with ourselves.
