The Observer is, we rogrct to admit, of the opinion that lliift unifoimity is next to impossible. It's fine in theory but ' exlifinely doubtful in fact. Anything less than stiict uni-j I'urniity is impossible because, it's unfair. The elimination ; of property taxes, if true equalization is desited. is the only, ibvious solution. Which brings the income tax. a "eneial; as tax, and a host of special tax methods with all tueir e tial disadvantages, into an already crowded picture. Pay your money and take your choice. .
