;, RISING GOVERNMENT EXPENSES
After a period of drastic curtailment of expenses, there
conies inevitably a time when the expenditure curve jroes up
Instead of down: The head of the family knows this. If
economy in clothing and household repairs is carried too far,
suddenly everything hits to he replaced at once, from new
vercouts all 'around the family to new shingles on the roof.
Buying these things may still be economy, but expenses for
a time look considerably higher on the books.
This is true also of government expenses. President
Coolidge intimated such a condition the other day when he
told government employes at their semi-annual meeting that
expenditures for the fiscal year of 1927 were the lowest
(since the war. He continued: "This year they have neces
sarily taken nn upward curve.".
, Fortunate is the family that is prepared with reserve
funds for such a period of enlarged expenditure. In the case
of the nation, facing rising government expenses, our great
prosperity and our large treasury surplus are such a resene
fund. We need not be appalled by that rising expenditure
curve, but neither can we expect large tax reductions or a
larger suiplus in the near future.
The same condition exists in every city where there is
constant growth and advancement. The United States has
grown from 105,000,000 to 120,000,000 in ten years. More
important than the increased population is the elevated stand
aid of living
