Wilson's presidency, yielded to u newspaper reporter's request the other day and glanced back over the past quarter century for changes. He found that, in his opinion, the world is improving. He named four items of betterment. Busi ness morality has infinitely improved over what it was even 20 years ago. Modern conveniences have given more leisure which the public is using more wisely. The political life of the country has vastly improved the oil scandals and other evils of the period are bad enough, but should not be consid ered topical of the times or of the whole political field. Edu cation has improved in technique and content. There are oc casions when it takes much optimism to see these gains. But an honest and intelligent person must recognize that on the whole they are accomplished facts. ' This does not mean that there is no room for further improvement. It does hold , , , . , . , ., . i out me nope inai it so mucu in the past, still more will be DRUNKENNESS The Moderation League, conditions under prohibition, lives from police departments From tho reports of 403 departments it learns that there i wore more, arrests, for .drunkenness in 1920 than in any pre vious year since 1914, except the "war boom peak" of 1916. from 00 1 departments it learns that arrests for drunkenness . in 1926 increased 1.16 per cent over those for 1920, the first ''year of national prohibition. From 602 departments it learns that arrests in the cities represented rose from 650,000 in .1924 to 687,000 in 1925 and 711,000 in 1926. j If it may he assumed that arrests for drunkenness are about in proportion to drunkenness itself, there are two ob--vious conclusions from these and other figures collected by the league. First, drunkenness on the whole is increasing ,in American cities nuue rapidly than population. Second, un der prohibition the wet sUites are drier than they were be fore national prohibition, but the diy states mt wetter. It is easier to draw these conclusions than to tell what to do about them. Many remedies are proposed, usually rep resenting the wet or dry animus of the proposer more than any dispassionate reasoning. One sure fact emerging from all the argument is that this country needs a temperance movement. Temperance comes :from within. Arrests are necessary, but temperance con- versions are more sobering. If to that were added more con victions of bootleggers and more severe' sentences for all law violators, prohibition might show in a different light. Ar resting drunkards, in itself, will not make prohibition more successful.
