It is hard to criticize such programs, even when there is desire to criticise, because private citizens seldom possess the information that is in the hands of the government of ficials and naval experts who plan them. There are two or three things, however, that any intelligent and patriotic cili iu.n niily find it in his heart to say. ' : ' First, theie seems to be glowing, hero and abroad, a curious misconception of the ratio liguies adopted in. the Washington arms limitation conference. As the public un derstood it at the time, and still understands it for the most part, the figures were not intended to maik the actual size of navies, but were meiely set as limits which the naval powers should not go beyond. Now il seems lo be held by iniiny both in public, and private1 life, that it is somehow the ligation of the 1'niled State to build up to those limits. Vhc change in viewpoint is significant.
