that nearly always in culling the price for his car he has
a'anned his advisers and subordinates by cutting below the
pirrent cost of production. His practice has been, according
to this account, to have his experts figure out the lowset price
lie could sell the cat1 for, and still break even then he would
deliberately lop off $10 or $50 more and tell his people it
was up to them to make good his arbitrary price,
i Always ho was warned that ho was inviting ruin, tint al
ways he got away with it. His producing organizations were
'driven to new economies and efficiencies to avoid disaster.
Jlis distributors were forced to greater selling efforts. The
public, attracted by the lower prices, bought more cars, lliusj
stimulating mass production. Tho result was that soon, in
spite of every contrary indication, his product would show a'
fine profit again.
It almost seems as if congress has adopted this Ford policy
jin its federal tax reductions of recent years. Always it has
cut the government's income more drastically than its expert
Jndvisers considered safe. Always there were dolores prophec
jios of treasury deficits. And always the revenues from lower
tax rates have belied those prophecies and provided a new
surplus. ;
Perhaps these federal treasury profits are no harder to
explain than Mr. Ford's. The reaction is rough tly the same in
both cases. Congress, after a drastic cut, is driven to econ
omize to make good. The administrative departments do like
wise. Taxpayers respond to the lower rates bv navinsr more
willingly at the new rates, witli less concealment and evasion, i
Husiness in general is encouraged and stimulated, and that
makes larger incomes to pay taxes on.
It need surprise nobody if this happens again when the
.tax cut now in preparation becomes effective.
