Tho youth who can be guilty of one, even on Hallowe'en, can be guilty of the other on other occasions. He has never had or has lost his sense of responsibility as a unit of society. The boy who is guilty in a case of this kind isn't entirely (o blame. Parents are lamely responsible where such van dalism exists. And though it is not possible to correct past crimes, it is possible lo guard against a repetition of them in the future.
