It is made up representative citizens,' men 'who tire competent for., the 'job and who are interested in building a better tax structure. Just how that is to be done and whether the commis 'jion's recommendations will be in the direction of economy, of jTc-distribution, or of new revenue is now the important ques tion.' Whatever it does, the people or the. legislature will be fcallcd upon to approve or reject which constitutes a serious .threat at the very beginning. , ' . V " Economy which, in its true sense, is wise spending is an admirable object. Seeking to find ways to spend less money may not be. More equitable adjustment of the tax burden among all the people of the state is certainly worth working for. ' " Too frequently, when such a body is assembled, the chief im pose becomes one of expense cutting when iyclose analysis of the situation shows that the public thus represented is not so deeply concerned with saving taxes insofar 113 state activities are concerned as it is in finding a less pajnful means of tax extraction. ,.''. ' That is The Observer's opinion in spite of the fact that scores of other newspapers' over Oregon argue editorially for reduction of state expenditures and economy Tii sliije'go'v ernmcnt.: The opinion is encouraged by the' fact that state expenses, controlled by state officials and legislators, amount to only seven cents out of each average tax dollar and thei additional fact that these newspapers who urge more mod-j .crate spending of stalcv funds are painfully silent with lel'-j ercncc to the spending of the rcruainuig ninety-three cents 'particularly silent with' reference to the remaining eighty five, cents that goes each year for county, 'municipal, aiul 'school expenditures. j If the state budget for one year is greater than for the 'preceding year, if appropriations of one legislature go beyond that of another and tax paying is a particularly serious or .deal at the same time, the slate echoes and re-echoes with .cries for relief. Hut when school budgets show an increase, when municipal budgets are given a boost, and when county budgets take complete advantages of the chance to raise six per cent more revenue when these three increases take place, as they generally do, very little is heard of it. In Port land increasing thousands can be spent for schools, ov city improvements and government, for county affairs,, and, gcti half as much protest space as the same increase in dollars 'in slate affairs. The same situation can be found in prac tically every community. ' . "' .' : The reason lies in the fact that local things are-easy to see, local expenditures are more readily appreciated. Most! Oregon communities are growing, needs are multiplying. A commission seeking to economize and simplify our tax problem by urging the expenditure of less money for state purposes is doomed to ultimate failure. The present special commission will not approach the job in that manner, we feel sure. Kalher will it spend its time determining means of gi-oater Uix and governmental efficiency, seeking ways of fair -distribution of levies, finding mid recommending the wise directions in which our public funds can be placed in the interest of a greater and a more rapidly developing 'commonwealth. !
