Then sud denly the tragedy was explained. The shotgun had been placed in that bedroom by the girl's parents, who thought they Had reason to fear a revengeful attack. The gun was leaning1 against a chair. What is any kind of explosive weapon doing anywhere within reach of a child? UNCUl'SAM AND FOREIGN LOANS In the last fiscal year, ending June 30, foreign loans and securities placed in this country by 30 foreign nations amounted to f 1,134,000,000. That was a lot of money to take out of the country, and no doubt a good deal of it was' invested foolishly. The process has continued without in-, terruption until the state department is worried. ! The department has been acting for years as censor of j foreign loans. It has acted without legal authority, but j rather effectively. Hankers have usually referred to it for-1 eign issues they proposed to handle, and have dropped those' which the department disapproved, it is said now that con gress '.may be asked to give formal sanction to such cen sorship. ' ' " The state department is said to be 'concerned not merely for the safety of American investor's money but for the po litical .complications with foreign governments that may re sult from the failure to repay these foreign loans. It is dif ficult for an old-fashioned student of government to see that Uncle Sam is necessarily concerned with such matters. When our government lends money to another govern ment,! the collection of it, naturally, is Uncle's business. When' our citizens lend money to a foreign corporation, pri vate or public, of their own free will that is presumably ! their business. They take the same risk that they would lake at home. . Why should anyone expect the federal gov ernment to act as collector of such loans, any more than it vould,act as collector of domestic private loans? j This is evidently the view the Investment Hunkers' as sociation takes of the matter. It is opposed to the suggested regulation by the government. Tlere can be no valid objection to governmental advice lilxiut. foreign loans, when solicited. That is a good thing. Hut should that mn? be the function r the department of commerce rather than the state department? The latter has problems enough of its own, and those problems are big and delicate enough without complicating them by censorship or collectorship for private investment interests.
