( "flie corn crop in the Middle West was a complete failure
in.Jlily. The first of October finds it excellent in yield, well
matured and out of danger of frost. It has ever been thus
wiU the corn crop. Few people can remember when there
wiisiictually a corn crop failure but no pne has difficulty re-
niemjjering how dark are the prospects practically every year ;
at sojtie stage of the growing season. The weather isn't so
inuch responsible as human nature. We are all prone to1
look and dwell upon the worst side of things. The losses
are' always remembered; the gains are seldom recognized. It
could always bo worse but wo prefer to ponder and complain
because it wasn't better. Averages aren't interesting. The
perfect year is always sought for, always used asi' fl 'standard
of comparison, "It would have been wonderful, if ." ,TheJ
only1 consolation is that people who complain most usually
coiillnue to live,- eat three meals a day, and act as though

NO ECONOMY FOR THE MOTORIST
1 The $3 license for motor vehicles does not gain popularity
us car owners investigate' it more thoroughly.' -..Theoretically
the idea of getting a car license for $3 instead of paying $15
to $50 appeals to a large number of people. Hut the saving
isn't as true as it appears and the car owner becomes the
goat. V , x
j i,,Jn California the auto licence fee is low but it doesn't
represent a saving over the Oregon schedule. There, or in '
wither states not requiring a license in reasonable relation to'
a properly lax, a car owner must pay a personal property
lax that equals or exceeds the Oregon license fee. A car cost
ing $000 would be assessed at not less than $300, with a re
sulting tax at fi per cent of $t8. To that would be added
the $3 license tax $21 paid for the privilege of owning a
tar under the three dollar system instead of about $15 under
our present plan. That doesn't spell economy to the average
car owner.
' Oregon's permanent highways' are her '.'greatest asset
They play a prominent part in her prosperity; in her growth,
in her business and industrial activity, in her recreational
needs, in all of the things that make Oregon outstanding.
And it is the auto license money that has provided those high
iways. Without it, exorbitant gasoline taxes and increased
property taxes would be necessary to carry on a like program.;
The entire structure of highway development which means
Oregon' development would be in danger with this auto li-
eonse lund wiped out or greatly decreased.
Under our present system come car owners prefer to
do wi(Jiout a car the first six months of the year, leave it
in the garage unlicensed and save half of the fee. With a $3
license in vogue and the car subject to property tax assess
ment the car owner would pay his tax regardless of when he
ran his car. If the assessor failed to find the car and
make the assessment, he escapes, but the fellow who pays
sees' his property taxes increase because of this new variety
of tjix dodger.
Taid petition circulators are going to be busy over Oregon
tho;iicxt few months with freak initiative petitions of this
variety. They are a menace to Oregon's welfare and a
double menace to the motorist they claim to benefit. The
l-est way to protect the state against this $3 license propa
ganda is to kill the petitions when they are circulated. I'.e
i'use to sign. Oregon wants no cheap license experiment.
