A seven-story and a six-story builtlinir added to the five, four, and numerous three story structures already lo cated in the business district make a pretty good area. We are coining up in the world. i . Numerous senators and representatives are urging a spe cial session of congress for this fall to. consider flood relief,' farm relief, lax relief, and a few other reliefs. So far the demand for an extra session seems to be mostly among those who would take pail in it. That isn't because the people do not appreciate the need for constructive legislation but rather because, from past experiences, they doubt congress' ability' to provide it. If the session is called we hope evcrylwdy will ) be pleasantly surprised. j ' AT LEAST A MORAL OKLIGATION i "If Governor Patterson finally lands as governor exactly where he was as candidate, and proceeds to cut state cx-i 1ensos to fit state revenues, he will be doing just the thing he was expected .jt'do' 4his- staunchest pre-election sup porters. "' ' ' ' ' i "We have avoided trying to anticipate his decision, but' will suggest examples of appropriations which can be sus pended. First, all those involving new projects, such as the Kastei'n Oregijn Normal school and tho Eastern Oregon : tuberculosis hospital, llolh ol these projects are desirable in our opinion, and we will continue to urge the people to vote; the appropriation, thus supplying the revenue. If the people i refuse to vote the appropriations, there is no compelling mnn-j date upon the legislature to provide the money from existing limited revenues required for necessary existing activities, i "The temper of the people is clearly in evidence. They! do not want new kinds of taxation, and they will 'welcome necessary economies. The complimentary vote given last' November to proposals for new institutions was not binding. 11 the appropi ialions to complete those institutions on a permanent basis, and to insure their continuation, had, been attached to the measures, the people would have known that more than a mere eoinnlimentai v vote was asked Oregon Voter." . 1 II is true, as the Voter says, that many of Patterson's! supporters anticipated an economy administration; it is equally line that there is nothing to comKl the state of ficials to go ahead with the construction program of the hos pital and noinial school. If they refuse to act until there is a rosy path of plentiful revenue spread before them, no one is going to slop them regardless of how much disapproval of such action there might be. I'.ut there is a moral obligation in the tuberculosis hos pital and the new normal school. Al the same election that pill I'atteison anil business efficiency into office, the people .specifically voted for the establishment of these institutions in Eastern Oregon. If that election were taken as approval of careful spending as promised by the new executive, it must also be taken as approval of spending for these two in stitutions. "The temper of the people is clearly in evidence," bill thai evidence does nut show they are opposed to all "new kinds of taxation." The evidence merely shows they do not want incomes taxed, do nut want a higher six per cent base. To inteipret it in trims of permission to delay these institu-! lions is petty excijse making, nothing more. There is a reasonable excuse, pei haps, for holding up some expenditures for piojirts not directlv voted by the people. The administration cannot find justification for going beyond! that. Hut justification lines not deny the privilege of rep resentative government.. The governor can trim where he pleases, by virtue of the authoiity vested in him when elecl i ed to office, and all that ve can do is object. If he feels no obligation townitt Eastern Oregon and the entire state with reference to these institutions, that's Eastern Oregon's mis fortune.
