- Speaking of tariffs, it d,e.s seem a little bit superfluous
when an American tourist, wreckinjr his car accidentally in
Canada so that he can't r:ug it )ack home, is asked to pay
duty on it.
Congressman Crunipaekei's death is most untimely and
is a distinct loss U Oregon. He served his district well and
was always concerned with the intere.ts of all Oregon. His
ability was recognized and many friends anticipated a long
congressional career for him. It is not easy to get men of
thai calibre to run for public office and hia district will be
fortunate if they can secure anyone capable of doing the
job as he did it. 1
NEKI) EVIDKNT FOR NORMAL
Again the Oreeonian, through the political articles of
John Kelly, is trying to interpret the defeat of the income1
tax last month as a .demand for absolute miserliness in every
department of state government regardless of what the peo
ple have previously ordered at the polls. The income tax was
defeated, but the measure did not include disapproval of every
other means of revenue. The new 6 per cent limitation base
was defeated but never was :t measure so ambiguously headedj
or so poorly presented to the voters. I
Referring to the Kastern Oregon norma! and its place in'
the economy program in an article Sunday Mr. Kelly says: I
"Word comes from La Grande that if the (ward
doesn't get busy and commence construction the board I
will le mandaiuwsed. La Grande people contend that j
there is a nilmdate from the xople, and inasmuch as the i
)eople voted for establishment of the normal school J
the cost is not within the per cent limitation and that J
j is it not affected by the S.VUKHI debt limit, to which j
i the state supreme cmnt xints with a warning finger,
i La Grande wants that not mat built, and without any
more delay than necessary, even if the courts must lie
appealed to."
We don't know where the Oregonian gets that authorita
tive "word f 1 0111 La Grande" but The Obsei-ver is quite con
fident that no mandamus piM-eedings will be initialed by
this community ieaidless uf delay in building the nor
mal. La Grande people are interested in the school, naturally,
(ind want to see it constituted just as soon as possible. So
do thousands of other citizens of this section to be served
by the institution. I'.ut ue are nevei theless willing to abide
by the decision of the Imaid of regents and the require
ments of state finances.
La Grande's cmit'ci n is not with forcing something in
which she has a selfish intetesl but in pointing out the need
for it and the very evident, desiie on the part of the voters
that it be realized. There are at least four members of
the normal school hoaid of ifgrnts who hold a similar view,
with four opposed and one al.suit. according to a report of
their meeting last week.
The mistake Loin- made ,v some state officials and by
route newspapers is in putting the tuberculosis hospital and
the normal school, which wr deied by the people, in the
same class with project; m-'ieiy voted by the legislature at a
time when it thmight leveuue would he adequate. They are
not similar in oiigm ami cannot logically be given similar
treatment.
Oregon can, of course, get along without these tliinirs for
a year or so. It would mean a lost opportunity for hundreds'
of young people ambitious t'ot an education. It would mean
the loss of several lives bee in o tu'u culosis hospital accom
modations were lacking. Hut pet haps these things are of
little moment to the state of Ore'Min. Perhaps penny
pinching must rule for ,-. while m the stead of wise spending.
If that policy, which von!, I result in delaying the hospital
and the school, can be justified, even those most vitally con
cerned will not enter serious objections. So far, however,!
no reasonable- justification has been presented. I
