THE NAVY QUESTION Whatever may be the outcome of the naval armament conference, Senator ISorah, chairman of the senate foreign relations committee, ventures the opinion that congress w ill not enter upon any extensive naval building program now or in the near future. "We have some things wo must take care of," he observes, "such as the flood situation and other domestic programs which would be much more important than putting a large amount of money into naval armament." The president, too, 1 is known to be as insistent as ever on congressional economy. The public evidently has little interest in armament at present, and is more likely to welcome naval cuts than new construction, for reasons of economy and pacifism. There is no more shouting for a big navy. The public seems far more concerned with seeing all the powers limit their navies than seeing our own country surpass others in naval power. There is a disposition to trust to America's potential strength, (Supplemented by international good will and fair dealing. .Meanwhile, as Senator liorah suggests, there are plenty of other things to spend money for. The Mississippi must be controlled; there must lie better safeguards against floods in the lower Colorado; there are great navigation and water- power projects clamoring fur action; farm relief is still a live, issue; there are corn borers and many other domestic enemies to arm against.
