About $300,000,(111(1 in gold has boon taken out of the
Ulack Hills region in the vicinity of the president's summer
home. And now they say there's polticnl gold in "them hills."
A clever criminal lawyer saved the De Autremont broth
ers from hanging for one of the worst crimes in the history
of the I'acific coast an example of how our modern ' court
system effects a compromise with justice. It wouldn't be
'so bad, perhaps, if there weren't danger of some future gov
ernor or parole board falling before the sentimental pleas of
sob-sisters after the murder-horror has been erased from the
public mind. .
One of the amendments to be voted on next Tuesday pro-
hibits the increase in salary of any state or elective county
officers -during their term of office. In other word's,; the
amendment would prevent our rewarding a good public serv
ant with any additional compensation, would allow an in-!
crease only for an official whose identity is unknown at the
lime. That's a poor way to encourage public service. , It will
not incijufwe the attractiveness of office which is now badly:
needed. Such provisions should be kept out of the consti-'
lution. The legislature should continue to fix the pay. And
if a man is worthy and the office deserving, let the public
approval be shown by a reasonable increase. We do that in
private business why prohibit it in public affairs?
A HAD STKP FOR LA CKANDK .
The iioslion of adding two commissioners to the present
city commission of three, thereby having a municipal bodv of
five with one commissioner elected from each of four city!
wards or precincts and one elected by the city at large that
question, which is to lie voted on next Tuesday, is arousing
more and more public interest as the election draws near.
And from apparent evidence the interest is almost entirely
against the amendment.
The Observer's opinion on the five commissioner plan has
been expressed before we think it utterly wrong but be
cause there is a theoretical advantage in small group repre
sentation, we think the welfare of the city requires an ad
ditional statement of the probable disastrous working of the
proposed .system. The entire consideration should be with
reference to what is good business for the city of La Crandc
and what is bad business for the city of La Grande.
Although additional commissioners, five instead of the
present three, would cause division of responsibility, lack of
community inteiest, and retarded decision and action, we
have no serious objection to the number as such. The dan
ger lies in the precinct representation. Willi that idea of
municipal government again in vogue, four of the commis
sioners would cease to be city commissioners and would be
come ward commissioners. Their interests, ambitions, and
plans would be selfish devoted almost exclusively to the
real or imaginary requirements of their particular precincts.
Instead of having three men interested in the city as a
whole, we would have lour interested only in four specific
sections of the city and a fifth who could only serve vainly
as peacemaker in controversies. Three projects from three
separate section's el' town might come up for consideration.
One might have mei it, the others not. Hut in order to securei
the deserving thing, we would be forced to have the undeserv
ingConstant trading of votes would not only become natural
but necessary. "If you vote fur this project in my end of
town,. I'll vote for that improvement in your end of town"
would be the order of the day and the order of business.
The very thing with which we as voters find such con
stant lault m our state and national legislative bodies log
rolling, organized vole trailing would be returned to the
saddle in municipal affairs.
We don't want that in La Grande. We want direct, ab
solute responsibility. We want a united community interest,
not a divided sectional inteiest. When something goes wrong,
we want to know who is icsponsible for that wrong.
The only possible reason lor favoring the five-commis-sioiicr
plan, in our opinion, would be dissatisfaction with the
present city administration. Changing from three to five
ci'iimiissioneis will not effect any cure, practical or theoret
ical. Any change that may be desiied must be effected by
a change in men not by a change in number and a division of
ies)onsibihly and interest. The five-commissioner miiioiiiI
nient should be defeated. It is a h,.ckWHid step for La
Grande. H is a step away from economy, away from efficient
business management, away from community progress.
