"When those who are now past middle age were children,"
writes an Knglish clergyman in the London Kvening News,
"the boards of guardians, the school boards and the town and
city councils were composed almost exclusively of men hold
ing positions of responsibility, leaders in business and pro
fessional life. Many of them were employers who lived in
the midst or their employes, had close personal links with
them and were looked up to and respected by their constitu
eicies. They were drawn from the most dependable and sta
ble section of the community."
Nowadays, he finds, men of this type are seldom willing
to devote time and strength to the service of town and state.
"The sons are not following the fathers. For some reason
or other, they seem content to leave the management of pub
lic affairs to those who have neither the capacity nor the
moral fiber to govern."
We know well enough how that is here in America, which
has probably lapsed farther from the old standards of public
life than Knghind has, Nothing can be more unfortunate for
lhe political life of a country than to be drained of its best
men. We still have good men in public service, with small
communities probably preserving the old traditions better
than large ones. Hut the average is surely much lower than
it was a generation or two ago.
Men of "light and leading" who formerly would have
gone into public service as a matter of course now tend rath
er to serve in business or professional life. Good men can
render good service there, but if business and the profes
sions today would spare about 10 percent of their leaders for
public positions, society as a whole would profit. When we
have men of that type, we are indeed fortunate, and their
service should be encouraged by due appreciation.
