It looks like an unquiet summer, with President Coolidge
in the West cultivating the farmer vole and Senator Tiornh
in the East cultivating foreign affairs.
HAND-SHAKING FOLLY
( It looks now as if presidential hand-shaking were in a fair
. way, to be reduced to a sane minimum if not eliminated en
tirely. It is unfortunate that this reform could bo effected
only through actual injury to President Coolidge's wrist,
which is supposed to have sustained a sprain at the army and
navy reception in February. Yet suffering is sometimes more
easily endured when good comes of it. During the weeks of
his enforced release from promiscuous hand-shaking'duties,
It seems to have occurred to various persons that there is no
neqd to resume them to such unlimited extent as formerly
prevailed. It was a democratic custom which may have been
pleasant and easily carried out in former years. With the
increase in our national nonulalion and the tremendous itioij-
reJjk in transportation that makes it possiBr&f6Tviist hordes
of that population to descend upon Washington, the pleasant
custom has become a genuine burden to' the chief executive.
Only shortsighted and selfish citizens will bewail its. passing.

NO PRISON FOR DEBT
; JA ruling of the Ohio supreme court is said to mean that
hereafter people in Ohio cannot be imprisoned for debt. Some
pedple will Say that they can't be imprisoned for debt any
where in the United States; that it's prohibited by the Con
stitution. Quite so in theory. But in practice, there are
many people in Ohio and other states who, to all intents and
purposes, are held iiv jail for debt.
.It comes about through the imposition of fines for offenses
against the law. The court ruling in question concerns a pris
oner who was fined $500 for violating the liquor law, and be
ing unable to pay. it, was held in jail to "work out the fine"
at the rate of $1.50 a. day. Now it is agreed that prisoners
cannot be held for fines longer than 00 days.
A fine is obviously not the same thing to all men. The
rich man can pay'it easily and go free. To the poor man, the
same fine represents many more days' earnings much more
of his life if ho can pay it at all. If he cannot pay, by the
usual procedure it means loss of his freedom for a consider
able time. ' And that, in principle, really amounts to the old,
discredited imprisonment for debt, which, when a man was
unable to pay what he owed,, looked him up and made it nl
sohitely imM)ssjble fur him to pay.
i The new ruling may let some malefactors off easier than
they deserve, but will help to lvstore equality between citi
zens nnd will be a Godsend to many a humble malefactor's
wife and children who now starve or depend on charity while
the offender "works out" his fine in unprofitable imprisonment.
