by Income tax supporters because the rate is low and "cussed"

last night and people of the state were urged to give it their
careful attention. It is doubtful if very many citizens, seek

be used to reduce the general property tax.
This is a most necessary precaution and is one point that
will need constant emphasis if Mr. Patterson hopes to gcti!'

paying taxes when their money is reasonably well applied, but
it Ih their experience and the experience of taxpayers in
most states that additional money always gets spent when
additional money is provided, and it is spent whether or not
an actual need exists. They will want to avoid such a con
dition and the governor promises it will be avoided.
' There seems to be no immediate solution for our financial
trouble except the income tax. The burden on citizens gen
erally will not be great and there will be a strong disposition to
vote for the tax just for the sake of getting the state on a
cash Iwsis. If approved, however, we can not reasonably
expect an end to the income tax controversy. Proponents
of a basic Income tax will seek to have the rates made more
severe. Those who believe it wrong for Oregon to have such
a tax all will work for repeal. The 1928 election, according to
present indications, will see a hot fight on the state income
tax question. In the meanwhile we hope to see difficulties
ironed out sufficiently to put state finances on a sound foot
ing until the people decide something else is better.
