OREGON TRAIL ACTIVITY I -I i 4' The reorganization of the Old Oregon Trail association 'jim a basis that will secure support and cooperation from all : towns and cities along the route in the -work, of encouraging , and serving tourist traffic is highly pleasing. Here we have i .'probably the most famous highway in America from an his I iftoric standpoint.. No where is there a more scenic or more (easily traveled route leading from the Middle West to our own s .Pacific coast. There is much in sentiment to argue for the ,, (Support of its association, but that support must naturally 'be linked with the practical side the business brought by " motorists using the Trail. J The association plans a non-competitive policy. It will .' have no quarrel with other highways. It will seek to en courage and aid tourist travel generally. It will seek to care ' for the tourists when they arrive, to educate them on scenic, . recreational, and practical advantages. Where chambers of commerce and commercial clubs wish to give aid, it will be welcqme. Where that is inconvenient, the value of the Trail rnd the association will be sold to those directly interested, d'rectly benefited by traffic. Such a policy will, The Observer believes, attract unani mous, support along the route. Previously many towns have ; been andifferent. Perhaps they "nave not appreciated the yaludo this great highway. At the meeting here this week ;y only few towns werereprescnted. . But there" were four. delegates from Walla Walla, a city not blessed with a trans - continental route. Lacking it, they evidently appreciate more ; than we do what it means. They are anxious to benefit from its attractions. They arc willing to help. And if it's that i; important to Walla Walla, it is certainly of more value to those! towns and cities located on it directly. A three or four hundred thousand dollar investment for either of these public utilities is not uncommon. Fortun ate, indued, is the city of La Grande in not being burdened with an indebtedness of that lund now for a water supply. The ijeaver Creek bonds are almost a thing of the past. Our city finances haven't been in better shape for many years. ! These thoughts are the natural mental reaction when a citizen visits the deep wells, the pumping plant near the via duct, t There with very, moderate expense, compared to what a ney pipe line from a mountain source would be, the of ficials; have solved the water problem. The new well, prom ising much greater volume than the first, will give between u half. and three tiai teis of a million gallons'a day more than we li;ld last summer. And our supply was practically aile uulej then when most cities of the stale were in serious slniits. i If population growth and hitler consumption continues, an additional hall' million gallon supply evidently can be had from an additional well. And it can be provided out of the present water fund without bonds, without financial burden. Present experience should lead the city lo believe that a tre mendous municipal economy has been effected. Interest alone on the bonds necessary for a mountain water supply will dig many wells, if need be, and pay for abundant pumping. We are most fortunate that the well experiment has turned out so successfully. Citizens can anticipate the sum mer with pleasure there will be surplus water for irriga tion even in dry years.
