Very little time, it is now in dicated, will be spent with subjects other than that of stale money how to secure it with the least disapproval of tax payers and how to spend it with the greatest approval. If that is done with credit and" if other legislation is confined mostly to the amending, improving, or repealing of existing statutes, the sessoin will go down in history as a most suc- cessful one. ,1. ' ' . , i Mr. Pierce, who ends his term as governor, and Mr. Pat terson, who begins his, both sense the importance of the legislature's work in this session with reference to taxes and give more or less lengthy opinions, as to how that work can best be done in their respective messages today. The retiring official offers mnny excellent suggestions' in the . light of his study and experience, but because he repre sents the minority party and was a defeated candidate for re-election last year his counsel will n,ot be as highly Valued npr as studiously considered as it deserves. I i Fortunately for the state, the new governor,' I. L. Pat terson, presents a message that is tit loast equally prac tical and that will cijimnandjjeit.tentitufjy'esjjecj,,.)!' every member of the two houses. It is a brief message. It is business-like. Although' he does not go into such de tail as does Mr. Pierce on the subject of taxation-, his-entire message is influenced by the recognfzed importance of' the tax. problem and he offers many suggestions that, if enacted by the legislature, will improve' governmental ef ficiency and effect worthwhile economy. P.olh messages to the legislators refer to the question of property assessments as now made -throughout, the -state each year, and both the new and the retiring governor feel that a strict enforcement of the present assessment law or tho enactment of a new assessment law that will assure greater equality in assessed valuations is one of the im mediate requirements of Oregon in seeking better tax dis tribution. We hope that the legislature will give attention to that problem. It is not, only .important because of the effect on state revenue but because of its vital influence on the whole tax structure. Portland is not the only city whore the present law's working has become ridiculous but it serves as a glaring example. There, as we have pointed out previously, we find !the assessed valuation actually less than they were ten years ago while during that decade there have been build ing prmits alone which indicate new real property wealth of $175,000,0(10. Without doubt there are equally flagrant lax evasions on the part of individuals in every community in. the state. The difficulty is with the county assessors, but one assessor cannot correct the evils of the entire state's system. He might be honest, fearless, and experienced in valuations, yet by his individual efficiency he would place an unfair burden on the properly owners of his own county unless life efficiency were practiced in every county. t The need for an amended assessment law is obvious, one that will provide state equalization, power of review and lie-assessment as a means of eliminating tax dodging which has almost become a habit of citizenship. The correction of this evil will do more to provide new revenue for state pur poses and to redistribute the entire tax burden than any method immediately available.
