The Mexican' statesmen must realize what a heap of trouble that would get them into. If they have had any serious thoughts of confiscation, the chances are that they will hedge, after a decent interval. There have been no concrete offenses yet. This isn't the first poker game played lietween govern ments. And the Mexican authorities must know that, what ever their theoretical "national rights" may be in the mat ter and of that there is serious question in practice, they hold a rather poor hand. ' They know that Americans do not want any trouble with Mexico, nnd will not resort to armed intervention to rescue oil properties belonging to American owners who refuse to trade titles for long-tcmi leases. They also know that Ameri cans like to see property lights safeguarded and business oli-j ligations kept, and thnt the American business ann is as powerful in the long run, to reward or punish, as is the gov ernmental arm. For Mexico's own future prosiierity, she must le fair iilwut American investments.
