Secretary of Commerce Hoover reports a big change in
the nation's foreign trade balance for the last fiscal year.
Exports diminished 2.3 per cent and imports increased 17
per cent, so that there was a notable decline in the year's
export ampins. For three months last spring there was an
actual excess of imports. Secretary Hoover likewise reports
that this year the country has maintained "the highest
standard of living in history, a standard far above that in
most countries of the world at this or any other time." Evi
'dently imports are not so perilous to American prosperity as
it has been customary to regard them, and a so-called "un

(: 'j'Tor the first time in many months," says n business
.review, "the oil industry is facing the specter of over
production." To the industry, ovei production is a "specter"
because it means that prices will probably have to be low
ered all along the line. The consumer is not scared by such
a prospect.
jWhy the overproduction at a lime when the air has been
full of doleful tales of depleted oil fields? A new pool has
lieCn found the Seminole field in Oklahoma. They ai-e drill
ing nearly a mile deep there and getting a rush of oil from
the "Wilcox sand." A month ago the production in that field
wai around 20,000 barrels a day. In three weeks it trebled.
Active drilling continues, and the flow may soon reach 100,
0H or 150,000 barrels a day.
r It is the same old story. When paying oil is struck any
where, everybody drills to get his; the rock is punctured by
superfluous wells; the oil-lH'aring sand is exhausted quickly,
with Vast quantities of oil and gas wasted in tho process; oil
drugs the market and prices of petroleum and nil its products
drop, only to rise again when the surfeit ends. It usually
ends with distressing quickness.
'iBut always there is "another new pool" discovered. It
. has len that way so far in our oil industry. Will it continue
so. (forever? Or will everybody pay, sooner of later, for
these oil orgies?
